ORDINANCE: O-2007-18

SUBJECT: Approval to enter into a contract for professional architectural and design services for the 13th and Wadsworth Light Rail Station Bridge.

ADDRESS: 13th Avenue and Wadsworth Boulevard.

RECOMMENDATION: The Department of Community Planning and Development recommends approval to enter into a contract with klipp•Architecture•Planning•Interiors for architectural and design services.

FUNDING SOURCES: Grant funds from a Federal Congestion Mitigation and Air Quality (CMAQ) grant administered through the Regional Transportation District (RTD) and the City of Lakewood Economic Development Funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City of Lakewood has developed a land-use plan for the area adjacent to the 13th Avenue and Wadsworth Boulevard Station Bridge (the bridge). To assist with achieving the desired vision of the plan, encourage quality development and mitigate the impact of the light rail station bridge on the surrounding neighborhoods, the City of Lakewood wishes to enhance the station bridge to create a "signature" bridge at this location.

The Regional Transportation District has indicated it will support an enhanced design of this bridge. The City of Lakewood will be entering into an Intergovernmental Agreement (IGA) with the RTD to set forth the division of labor, costs and work to be performed on the 13th and Wadsworth Light Rail Station Bridge.

The City of Lakewood put forward a Request for Proposals (RFP) for Professional Architectural Design and Engineering Consulting Services, RFP No. 2693, for the '13th & Wadsworth Light Rail Station Bridge Planning Project. Two consultant teams submitted proposals. The selection committee included Roger Wadnal, Comprehensive Planning and Research Manager and Rebecca Clark, Community Planning and Development Director. This process resulted in the selection of klipp•Architecture•Planning• Interiors.

The consultant scope of work includes:

§ Base Services:
o Architecture (platform paving, canopy, lighting, signage, fascia, elevator shaft and cabs)
o Structural engineering for the canopy shade structure above the passenger platform
o Plumbing engineering limited to canopy shade drainage piping
o Electrical engineering for lighting of the platform and shade structure
o Coordination with RTD's design consultants
o A report addressing the estimated station and maintenance costs

§ Services not included in Base Services, but available as an additional service at the request of the Client:
o Consulting of support for additional construction administration activities
o Artist's renderings for specific design concepts
o Entitlement services to the City of Lakewood
o Graphic design or signage systems
o Regional bicycle bridge design and engineering
o Pedestrian tunnels in MSE walls

This project is to be completed by May 5, 2008.

Project funding is as follows:

· $100,000 from a Federal Congestion Mitigation and Air Quality grant administered by RTD
· $25,000 from The City of Lakewood Economic Development Fund

Total project funding and contract amount: $125,000
