ORDINANCE: O-2007-13

SUBJECT: Amending Section 14.20.010 of the Lakewood Municipal Code pertaining to Engineering Regulations, Construction Specifications and Design Standards adopting by reference the Transportation Engineering Design Standards (TEDS) dated March 2007.

Summary and Background

The update of the existing TEDS was to incorporate changes in design standards and philosophies. The re-write of the TEDS started about 5 years ago by Traffic Engineering. It was reviewed by the entire Traffic staff to reflect new ideas, remove conflicting regulation and clean up the document in general. After Traffic Engineering's review it was sent to the City Engineer for review and comments. These changes were discussed and incorporated if applicable. The document was then sent to the Director of Public Works for review and comments. These changes were discussed and incorporated if applicable. The document was then sent to four Transportation Engineering Consultants for voluntary comments. Two consultants responded with minor comments.

Major changes are as follows:

Provision for connectivity in street design.
Traffic Impact Analysis responsibilities updated.
Access Management-The State Highway Access Code was updated in 1998 and is incorporated into Lakewood standards.
Sight distance requirements have changed to reflect the American Association of State and Transportation Officials (AASHTO) standards and new urbanism design.
Parking Regulations have been removed from TEDS and is covered in the Zoning Ordinance.
Street lighting updated to match Xcels new policies and Lakewood's desire to lower escalating energy costs.
Figures updated.
Revisions to the Major Street plan.
Section 2.2.6-Private Streets Revised to allow private streets and gates as directed at 1st reading.
