Following are the minutes of November 15, 2006 Lakewood Planning Commission
Public Hearing. A permanent set of these minutes is retained in the office of
the City Clerk.
The roll having been called, a quorum was declared and the following business
was conducted:
ITEM 1: SU-06-005 Request of Nana Bogyah, The Rising Sun Senior Home, for a Special Use Permit.
NANA BOGYAH, the applicant, 421 & 431 South Fenton Street, Lakewood, Colorado 80226, stated he has ten years of nursing experience and currently works at Brighton Gardens in Lakewood. He wants to improve the quality of life, encourage individuality, independence, and dignity for seniors. He will take care of up to 15 seniors. He is working with West Metro Fire and the State Health Department to address their requirements.
KARA MUELLER, Associate Planner, entered into the record the Staff Report, case file and associated materials for Case SU-06-005.
COMMISSIONER MARINO accepted the items for inclusion into the case records.
The public hearing was opened at 7:13 P.M.
JUOZAS KALEDA, 2200 Garland Street, Lakewood, Colorado 80215, stated he has known the applicant for about five years; thinks his idea is great and hopes it will pass.
NORM TESLAA, owner of 441 & 451 South Fenton Street, Lakewood, Colorado 80226, stated his concern about parking and wondered if the square footage of the property is enough to allow for fifteen people to live there?
JANELLE WOMACK, 11255 West Jewell Drive, Lakewood, Colorado 80227, stated she has known the applicant for over six years as a coworker and a friend, and the applicant truly has a heart for seniors. This project is a good one and very needed in the senior community.
The public hearing was closed at 7:17 P.M.
COMMISSIONER MARINO asked what is the total square footage of the building and what are the city requirements for parking?
NANA BOGYAH stated the square footage would be 7,660 after remodeling.
KARA MUELLER stated the City parking requirement is .3 spaces per bed.
COMMISSIONER SHEFFIELD asked about the parking along the cul-de-sac, would it be contained to the site and not the street?
NANA BOGYAH stated there would be no need for parking on the street.
KARA MUELLER stated it is in the City regulations that a group home can use the street but the applicant expects to use the parking he has. One of the neighbors thought they recalled a "No Parking" sign on the street but after extensive research no record was found for a "No Parking" sign.
COMMISSIONER PLOTKIN wanted to make clear the fact that what the commissioners are approving is the land use issue only.
COMMISSIONER URBANOWSKI asked if it is correct that the requirement for parking is a total of twelve parking spaces on site?
KARA MUELLER responded correct.
NANA BOGYAH stated the State requirement for parking is 80 sq. ft. for a one-person room and 120 sq. ft. for 2 people in a room. Room requirements will be determined by the State Department when they inspect the home.
COMMISSIONER PLOTKIN moved that in Case SU-06-005, a fifteen-person group home for the elderly, based on the Summary and Recommendations and Findings of Fact and Conclusion by Staff and the evidence heard today, the Planning Commission approve the Special Use Permit.
COMMISSIONER URBANOWSKI seconded the motion.
COMMISSIONER'S BROWN and MARINO commended the applicant on this project.
Motion passed by a vote of 7-0.
ITEM 2: APPROVAL OF MINUTES
Minutes from the public hearing meeting of November 1, 2006 were approved with
one correction. The vote was 7 ayes, 0 nays.
ITEM 3: GENERAL BUSINESS
PAUL RICE stated there are items scheduled for the December 6th & 20th public
hearings.
There was general discussion on the mail-in election in January.
COMMISSIONER MARINO stated that the interchange at Alameda and C-470 is moving
forward on a fast track and is now targeted for opening in 2008.
