RESOLUTION: 2006-74
SUBJECT: Entering into an Intergovernmental Agreement (IGA) with the Regional Transportation District (RTD) defining the local match for the West Corridor Light Rail Transit Project.
RECOMMENDATION: Approval.
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
For several months the City of Lakewood and RTD have been negotiating an Intergovernmental Agreement (IGA) that specifies how the City of Lakewood will meet the local match obligation for the project.
A resolution authorizing the City of Lakewood to sign the final IGA will be placed on the December 11, 2006 council agenda. Based on a total project cost estimate of $511.8 million, the total local agency contribution is $12.8 million (2.5%). RTD, the City of Lakewood, Golden, Jefferson County and the City and County of Denver have agreed that $4.4 million of this obligation will be credited for South Platte drainage improvements that reduce RTD's bridge construction costs and remove the LRT tracks from the 100 year flood plain. This credit will be taken "off the top", leaving a total match of $8.4 million.
It has been further agreed among the City of Lakewood, Golden, Jefferson County and the City and County of Denver that the Lakewood's share of the remaining $8.4 million will be 45% or $3.78 million. Lakewood will meet this obligation by relocating a sewer line in 13th Ave., making drainage improvements in Richey Park and waiving permit fees while being credited with staff time to review plans, inspect construction, perform signal work and other similar items. Richey Park is being funded by the Urban Drainage and Flood Control District and the City of Lakewood Storm Water Management Utility. The 13th Avenue Sewer Line is being funded by the Lakewood Sewer Utility. The IGA will not be signed until Denver and RTD sign their IGA that commits Denver to the $4.4 million for the South Platte drainage improvements.
