RESOLUTION: 2006-71

SUBJECT: Case PL-06-005, request to approve the Sheridan Boulevard Station Area, Wadsworth Boulevard Station Area, Oak Street Station Area, and Union Corridor Station Area Plans as an amendment to the Lakewood Comprehensive Plan.

RECOMMENDATION: APPROVE the Station Area Plans as an amendment to the Lakewood Comprehensive Plan. Planning Commission, by a vote of 7-0 at the November 1, 2006 meeting, ADOPTED the amendment to the Lakewood Comprehensive Plan.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: Station Area Plans have been developed for the transit stations with parking at the Sheridan, Wadsworth, and Oak Stations and the Union Corridor (Federal Center Station). These plans generally encompass an area ¼ to ½ mile around transit stations and address future land development within clearly defined geographic areas. Properties outside of that defined area are intended to remain stable, with uses and densities not intended to change. Plans are unique to each station area, reflecting context, existing uses, market potential and other location-specific elements. Station Area Plans include proposed future land uses, and enhancements around the stations to promote mixed-use, pedestrian-oriented development.

Sheridan Boulevard Station Area Plan
The Sheridan Station will be located directly below an elevated Sheridan Boulevard. An 800-space parking structure will be constructed southwest of the station.

The vision is to transform the area into a mixed-use neighborhood center, with a predominately residential focus. Multi-story residential buildings are to be located north and west of the station. Existing lower density residential east of Depew Street and north of 14th Avenue will be preserved and enhanced through infill development. Multi-story commercial buildings, with ground floor retail will be located in the blocks nearest the station, and along Sheridan Boulevard and Colfax Avenue.

Wadsworth Boulevard Station Area Plan
An elevated platform structure will be located on a bridge over Wadsworth Boulevard at 13th Avenue. One or more parking structures containing 1,000 spaces will be constructed near the platform. The station is located ¼ mile from Colfax Avenue.

The vision is to transform the area into a mixed-use urban village. The station area will be a lively commercial, employment, and residential district that will also serve the surrounding neighborhoods. It will be a place for people to work, live, gather, shop, and enjoy community life. Multi-story office and residential buildings, with ground floor retail will be located in the blocks nearest the station. Less dense residential will be located near existing residential neighborhoods on the perimeter of the station area. The new development will compliment and connect to the West Colfax Corridor.

Oak Street Station Area Plan
The at-grade station will be located at the north end of the Lakewood Technology Center, and will have a 200-space surface parking lot. The station is ¼ mile from Colfax Avenue.

The vision is to transform the area into a mixed-use center, with an emphasis on research and development, and retail opportunities. Multi-story office and residential buildings, with ground floor retail will be located in the blocks nearest the station and north of Colfax Avenue. The expansion of office, laboratory, and research and development uses south and west of the station will also contribute to a strong employment base for the area and the City. New development north of the station will provide for new pedestrian and vehicular connections to and from Colfax Avenue.

Union Corridor Area Plan
The at-grade station will be located on the west central side of the Denver Federal Center. A 1,000-space parking garage will be constructed adjacent to the station. The Cold Springs Park and Ride will be relocated to this location, 1/8 mile east of Union Boulevard.

The vision is to transform the area into a mixed-use urban corridor. The area will continue to be one of the City's urban centers. Multi-story office and residential buildings, with ground floor retail will be located in the blocks nearest the Denver Federal Center and proposed St. Anthony's Hospital. Additional mixed-use development, with primarily office and retail uses, is anticipated between Union Boulevard and Van Gordon Street, and north of Alameda Parkway
