A RESOLUTION

APPROVING THE WEST CORRIDOR LIGHT RAIL STATION AREA PLANS AS AN AMENDMENT TO THE LAKEWOOD COMPREHENSIVE PLAN

WHEREAS, the City of Lakewood Planning Commission found the West Corridor Light Rail Station Area Plans to be consistent with the Lakewood Comprehensive Plan; and,

WHEREAS, Mr. Mike Rock, City Manager for the City of Lakewood has submitted an application to adopt proposed amendments to Lakewood Comprehensive Plan for the inclusion of the West Corridor Light Rail Station Area Plans, PL-06-005, relating to the properties in proximity to the Sheridan, Wadsworth and Oak Stations and the Union Corridor (Federal Center Station). The Station Plans identify the long-term vision for these areas and address land use, circulation and intensity of development. Station Area Plans generally address lands one-quarter to one-half mile from these light rail stations with associated parking; and,

WHEREAS, a series of fourteen, twice monthly, Station Area Planning workshops for the RTD West Corridor were conducted from November 2005 through June 2006. Over 430 different individuals, including residents, business owners, developers and property owners attended at least one meeting. Many individuals attended several meetings; and,

WHEREAS, a Public Open House was conducted on August 16, 2006 with over 100 individuals attending; and,

WHEREAS, two Study Sessions were held with Lakewood City Council and five Study Sessions were held with Lakewood Planning Commission; and,

WHEREAS, meetings were conducted on August 25, 2006 with the Jefferson County Board of Realtors (JCAR) and with local developers and brokers on October 11, 2006; and,

WHEREAS, Lakewood worked extensively the Regional Transportation District (RTD) throughout the entire Station Area Plan development process; and,

WHEREAS, the City Attorney has reviewed the amendments and found that they are in compliance with legally defensible applications of the Zoning Ordinance; and,

WHEREAS, the Station Area Plans do not conflict with any regional plans and are consistent with the goals of the Comprehensive Plan; and,

WHEREAS, The Planning Commission conducted a public hearing on the proposed Station Area Plans on November 1, 2006, with notice published in the newspapers of record as required by State Statutes; and,

WHEREAS, the Planning Commission considered the public testimony received and the staff report and recommendations; and,

WHEREAS, the City Council has considered the public testimony received and the staff report and recommendation; and,

WHEREAS, the City Council has conducted a public hearing on the proposed West Corridor Station Area Plans; and,

WHEREAS, the City Council has considered the public testimony received, the action of the Planning Commission, and the staff report and recommendation.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood that:

SECTION 1. The West Corridor Light Rail Station Area Plans, as presented to City Council and dated November 1, 2006, are hereby approved as an amendment to the Lakewood Comprehensive Plan.

SECTION 2. The Mayor and City Clerk are hereby authorized and directed to affix their signatures on this Resolution and on the West Corridor Light Rail Station Area Plans as evidence of the approval and adoption of the same by the City Council.

INTRODUCED, READ AND ADOPTED by a vote of 8 for and 3 against at a regular meeting of the City Council on November 13, 2006, at 7 o'clock p.m. at Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.
