RESOLUTION: 2006-51

SUBJECT: Entering into an Intergovernmental Agreement with the Colorado Department of Transportation for intersection improvements at West Colfax Avenue and Kipling Street.

RECOMMENDATION: Approval.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The project will reconstruct the West Colfax Avenue and Kipling Street intersection to reduce vehicular traffic congestion and enhance safety. Lakewood staff submitted the site as a Traffic Improvement Program project with a 50% local match through Denver Regional Council Of Governments and was successful in obtaining federal funds.

The project will reconstruct the intersection to add turn lanes. Double left turn lanes will be added to the northbound, eastbound and westbound approaches. Acceleration lanes will be added for north and southbound Kipling. One traffic signal pole and mast arm will need to be relocated and one new traffic pole and mast arm installed to accommodate the signal indications for the double left turns. Traffic signal interconnect (fiber optic) will be installed on Kipling to 13th Avenue.

There is a 100% federally funded safety project that is anticipated to start construction later this year that will build double left turn lanes and a median for the southbound approach. Federal funding restrictions prevented Lakewood from combining this safety work into the scope of the larger intersection reconstruction project.

Lakewood staff will design, acquire rights-of-way and administer construction of the improvements. It is anticipated that design work will be completed in 2007, right-of-way acquisition will be completed in 2008, and construction will begin in late 2008 with completion in 2009.

A maximum of $1,875,000 in federal funds has been allocated for the project. The City's contribution is estimated to be $1,875,000. The money for Lakewood's share will be available from the Capital Improvement Fund.

Due to the timing of receiving federals funds, the rights-of-way acquisition and construction phases for this project are scheduled two to three years in the future. With this schedule, there is a risk that the total project cost may exceed the currently estimate federal and local matching funds. No additional federal funding is anticipated and Lakewood will be responsible for all costs that exceed the currently estimated $3,750,000.
