A RESOLUTION
AUTHORIZING THE CREATION OF BY-LAWS FOR THE CITY OF LAKEWOOD YOUTH COMMISSION.
WHEREAS, terms beginning April 1st and ending March 31st provide better local school representation on the commission; and
WHEREAS, the Lakewood Youth Commission believes the Commission By-laws will assist the commission's effectiveness pertaining to its overall objectives.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood, Colorado, that:
SECTION 1. The Department of Community Resources recommends the authorizing of the creation and acceptance of by-laws for the City of Lakewood Youth Commission (Exhibit A).
SECTION 2. The City Council of the City of Lakewood extends the terms of the commissioners as follows. All succeeding terms are three years and will begin April 1st and terminate March 31st.

BY-LAWS of the CITY OF LAKEWOOD YOUTH COMMISSION
ARTICLE I: IDENTIFICATION
Section 1. Name. The name of the group is the City of Lakewood Youth Commission.
ARTICLE II: MEMBERSHIP
Section 1. Selection Process for Members. During each school year, applications will be distributed to schools within the Lakewood community. Applications will be available for sixth graders (incoming seventh graders) at their prospective schools. Students will be asked to fill out applications if they are interested in serving on the Youth Commission and return them to the Lakewood City Clerk's office by the end of January. The Screening Committee will interview students individually. The Screening Committee will make a recommendation to the City Council and the City Council will make appointments to the Youth Commission.
Section 2. Qualifications. A.) Membership shall be open to all who attend high school, middle school, or equivalency education program (seventh through twelfth grades) in the wards represented by Lakewood city councilors. Every effort will be made to assure that a diverse group of young people is represented in the Lakewood Youth Commission. B.) Adult participation shall be in the form of City Staff Liaison and City Council Liaison. C) Students must have a 2.0 minimum grade point average to be considered. Participation in athletics requires a 2.0 minimum; students with a grade point average under 2.0 should be focusing primarily on education.
Section 3. Number. The overall objective is to reach a membership of (15) fifteen, consisting of ten (10) high school members and (5) five middle school members when possible.
Section 4. Term of membership. After initial membership terms set forth in Resolution 2004-53 have expired, all succeeding terms shall be (3) three years.
Section 5. Youth Commission Absences. A. Excused. An absence will be excused if the member calls an officer of the Youth Commission up to 48 hours prior to the meeting, or if in the case of an emergency, up to one day following the meeting. Members will be allowed (6) six excused absences per one-year term. B.) Unexcused. Absences will be considered unexcused if the member fails to contact an officer of the Youth Commission prior to the meeting, or within the following two days after the meeting.
Section 6. If a member has had (3) three unexcused absences, or (6) excused absences in a one-year term, removal or resignation may be recommended.
Section 7. Vacancies. If a vacancy occurs during the normal membership term, the Council Screening Committee will appoint individuals to fulfill the duration of the term. The newly appointed individual may then apply for a full term during the next recruitment cycle.
Section 8. Quorum. (8) Eight members shall constitute a quorum.
Section 9. Regular meetings. One regular meeting shall be held monthly.
Section 10. Special Meetings. A.) Task Force. Task force meetings shall be determined and scheduled based upon the needs of the membership. Task Force shall include Membership, Allocations, Community Service Awards, and others, as found necessary by the Youth Commission. B.) Other Special Meetings. Other special meetings shall be determined on an as-needed basis.
Section 11. Duties. The Youth Commission shall make recommendations to City Council on youth-related programs and policies. Members shall also assume a liaison relationship between the youth community and the City Council. Within this, members may take on specific tasks to better advocate for the youth community. Members may also serve as liaisons between the City departments and the Youth Commission.
ARTICLE III: OFFICERS
Section 1. Number, Tenure, and Qualifications. There shall be a Chair, a Vice-Chair, and a Secretary. Officers will serve one-year terms. The Chair shall not be a new member. The Chair and the Vice-Chair may not both be in twelfth grade. Prospective officers shall submit proposals as to the positions they wish to hold and their reasons during February and March and shall be selected by the end of March.
Section 2. Duties. All Youth Commission members may submit agenda items to the Secretary. The Secretary shall prepare meeting agendas and shall distribute the agenda prior to each meeting. The chair shall ensure that a copy of each agenda is given to the City Clerk's office for posting on atrium bulletin board at least (24) twenty-four hours in advance of each meeting. The chair is also responsible for sending an approved copy of meeting minutes to the City Clerk's office. The Chair shall be responsible for discussing issues related to the Youth Commission with City Council. The Chair shall also head all meetings and encourage full Youth Commission participation and leadership in Commission activities. Vice-Chair shall have full responsibility of the Chair in the Chair's absence. Secretary shall keep minutes of all meetings and distribute them as needed, and shall keep a notebook of Youth Commission minutes and agendas. The Secretary shall also record the attendance of each member.
Section 3. Officers may delegate powers and duties as necessary.
Section 4. Vacancies. Officer vacancies will be filled by the vote of the Youth Commission.
Section 5. Removal. Officers who fail to perform their duties satisfactorily can be removed by a two-thirds vote of the members.
ARTICLE IV: AMENDMENT
These By-Laws may be amended at any time by a vote of two-thirds of the active membership of the Youth Commission and the approval of the Lakewood City Council.
