RESOLUTION: 2006-34

SUBJECT: Authorization to enter into a contract with Matrix Engineering to develop a transportation planning model to evaluate various land use and roadway alternatives in the western portion of Lakewood.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: Proposed developments in western portion of Lakewood such as two recent projects, FHWA Relocation (Van Gordon) and Drake Realty (Alameda/Mississippi) are required to conduct specific-site traffic impact studies evaluating future traffic conditions. There are several additional future development proposals and planned transportation improvements in the western portion of Lakewood. These proposed and planned projects will have cumulative impacts on traffic and transportation in the Kipling, Alameda, and Union corridors and beyond. In order to evaluate the overall transportation impacts to the City, a broader transportation study needs to be conducted and a sub-area of the DRCOG transportation model created.

The Federal General Services Administration (GSA) is in the process of developing a master plan for redevelopment of a large portion of the Denver Federal Center. The GSA currently has a consultant team in place and the transportation engineering firm (Matrix Engineering) is a part of this team.

Since the GSA had a competitive consultant selection and Lakewood's requirements are basically an expansion of scope for the current GSA consultant, the City would like to fund a $60,000 scope modification that will allow the required work to be completed in conjunction with the Denver Federal Center. The work will be done such that City staff or future consultants can utilize the computer model to evaluate additional scenarios.
