RESOLUTION: 2006-31
SUBJECT: Appointment of Individuals to Metro Wastewater Reclamation District Board of Directors.
RECOMMENDATION: Appointment of Mark Hunter and Lester Willson to the Board of Directors of the Metro Wastewater Reclamation District for a two year term expiring June 30, 2008.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The City of Lakewood, most cities in the Denver Metropolitan area, and most
special districts send their sewage flow to the Metro Wastewater Reclamation
District, which owns the major sewage plant in the Denver Metro area. A 67-member
board of directors governs the Metro District. The City of Lakewood holds four
of those positions while various districts in Lakewood such as the Alameda Water
and Sanitation District, the Bancroft Clover Water and Sanitation District and
other districts either wholly or partially in Lakewood have an additional four
members.
Two of Lakewood's representatives on the Metro Wastewater Reclamation District Board, Mark Hunter and Lester Willson, have terms which expire June 30, 2006.
Lester Willson served for many years on the Lakewood Board of Water and Sewer Commissioners and has been a Lakewood representative on the Metro Board since July 1980.
Mark Hunter was appointed in April of 2005. Mr. Hunter is manager of the maintenance program at the Urban Drainage and Flood Control District and has extensive experience with projects on the South Platte River, which is where Metro Wastewater discharges its sewage flows. The two agencies, the Urban Drainage and Flood Control District and Metro Wastewater often work together on aspects of the South Platte River.
These two individuals have detailed knowledge about the complex Metro District bylaws, rules and regulations governing the operation, use and service of the system, Colorado Statutes (title 32, article 4, part 5, Metropolitan Sewage Disposal Districts) and the Sewage Treatment and Disposal Agreement between Metro and users of the system. It is recommended these two individuals, Mark Hunter and Lester Willson, be reappointed for two-year terms expiring June 30, 2008.
