RESOLUTION: 2006-29
SUBJECT: Intergovernmental agreement with the Urban Drainage and Flood Control District for design of Dry Gulch improvements at Richey Park.
RECOMMENDATION: Approval.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: The 100-year floodplain of Dry Gulch inundates approximately 35 homes downstream of Richey Park. According to the Federal Flood Insurance Program, multiple flood insurance claims have occurred in this area. The proposed project is one component of a comprehensive solution to these flooding problems. This project also affects the West Corridor light rail alignment along 13th Avenue between Carr Street and Zephyr Street.
This project is a joint effort with the Urban Drainage and Flood Control District (UDFCD). The project will expand the stormwater detention capacity that exists in Richey Park west of Carr Street (see attached location map). The project is being coordinated with the Regional Transportation District (RTD). The RTD requires that the rail line along 13th Avenue not be inundated by the 100-year flood. RTD will be designing a large culvert that will extend from Richey Park to an existing open channel east of Zephyr Street. The combination of the Lakewood/UDFCD design and the RTD design will remove the floodplain from the properties between Carr and Zephyr and from the rail line.
An intergovernmental agreement with the UDFCD is recommended for engineering services for preliminary design of the expanded detention at Richey Park including analysis of alternatives, delineation of necessary property rights, coordination with the RTD, and preparation of a preliminary estimate of construction costs. Existing park amenities will be maintained or replaced as part of the project. Total estimated cost for the preliminary design including contingencies is $100,000. The City's share is $50,000. Future agreements will be necessary for acquisition of property rights, preparation of construction documents, and for construction. Expenditures by the City and by the UDFCD are expected to be credited by RTD toward Lakewood's local match for the West Corridor light rail line.
