ORDINANCE: O-2006-31
SUBJECT: Agreement to purchase approximately 65 acres of the Denver Federal Center from the federal government and agreements to sell said property to Catholic Health Initiatives Colorado (CHI) and the Regional Transportation District (RTD).
RECOMMENDATION: Approval.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The federal government has determined that it no longer needs approximately 65 acres of land on the west side of the Denver Federal Center. This Ordinance would authorize the City's purchase of the 65 acres and sale of the property to CHI and the RTD. Approximately 15 acres is located north of 2nd Place and is planned for a light rail station, replacement of the Cold Spring park-n-Ride, and transit-oriented development. Approximately 50 acres of the property is located between 2nd Place and Alameda Avenue and is planned for new medical facilities to replace St. Anthony Central hospital.
Construction of the hospital is scheduled to begin in 2007 with a phased opening beginning in 2009. The park-n-Ride relocation is scheduled to occur concurrently with the hospital opening. The light rail opening is scheduled for 2012 followed by the transit-oriented development.
The federal property disposal process allows the property to be sold to a public entity such as Lakewood. Lakewood will then sell the property to CHI and the RTD. The total compensation for the property will be paid by CHI and the RTD.
Consummation of the land purchase and sale will occur only after approval of the transaction by applicable committees of the United States Congress. To commence that process as soon as possible, an emergency provision is included in the Ordinance. During a future meeting, the City Council will be asked to consider the annexation and zoning of the entire Denver Federal Center.
