ORDINANCE: O-2006-28
SUBJECT: Repealing and Reenacting Chapter 5.46 of the Lakewood Municipal Code pertaining to Amusement Arcades and Amusement Devices.
RECOMMENDATION: Approval of attached ordinance.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: Due to an increased number of police calls to various establishments having amusement devices on site, an amusement device/arcade ordinance was established in 1981 requiring licensing and permitting of such devices and establishments. Since that time there has been an increase in amusement-style home computer games and a decrease in the number of establishments that have amusement devices on site and a decrease in police calls for service to those establishments.
The attached ordinance allows for the licensing of Amusement Arcades (those establishments with more than 14 amusement devices). It also removes the requirement for payment of fees for individual amusement devices by establishments that have 14 or less. This will be an overall savings to local businesses of approximately $17,000 per year and a loss of revenue to the City of $17,000 per year.
The ordinance also allows for setting fees for licensing Amusements Arcades by resolution. A resolution with the fee structure will follow second reading of this ordinance on November 13, 2006.
