ORDINANCE: O-2006-19

SUBJECT: Granting easements to Consolidated Mutual Water Company for an underground water storage tank and associated pipelines, service road, and utilities to service the tank on William Frederick Hayden Park.

ADDRESS: 14600 Block of West Alameda Parkway, north side.

RECOMMENDATION: It is recommended that the City Council grant the requested easements subject to the following conditions: 1) Review and approval of final construction plans by the City of Lakewood; 2) Release of the Open Space reverter by Jefferson County; 3) All new facilities shall be underground to the extent possible; 4) Receipt of compensation for the easements; and, 5) Issuance of a Public Way Permit for all work on City property.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Consolidated Mutual Water Company will be the water provider for the most or all of the Lakewood portion of the Rooney Valley. A large underground water storage tank needs to be installed in the vicinity to provide water pressure for fire flows and domestic use.

After analyzing several alternate locations, the site shown on the attached map within the William Frederick Hayden Park was determined to be the best location by staff. A critical component of location is finding a site at an elevation of 6130 feet above sea level or higher so that water can flow at proper pressure to the Rooney Valley by gravity. Sites to the east and north on Green Mountain are visible from off site and locations lower in the Rooney Valley would mean perpetual pumping and require backup generators and engines which would have to be above ground.

The tank will be buried underground and will not be visible from either Alameda Parkway or the nearest Green Mountain trail. The only above ground elements will be four vent pipes which will extend 24 to 30 inches above the ground and approximately two access doors which will extend approximately 12 to 18 inches above the ground. To assure replacement of native species, a plant study will be done prior to construction and the disturbed area will be replanted in like vegetation. Consolidated will water the vegetation as needed until growth is established.

A gravel roadway already exists to the site of the proposed tank, which is 450 feet north of Alameda Parkway. The road formerly served the Walton home. This existing road will be improved and used for access to the site.

An appraisal will be done on the designated parcel and the City will be compensated this amount by Consolidated.

The Department of Community Resources worked with Consolidated Mutual Water Company to analyze and locate a site that would serve the future residents of Lakewood with quality water service and have a minimal impact on the recreational value of Green Mountain. It is believed by staff that the designated site meets these needs.
