RFCA - 2006-18 REQUEST FOR COUNCIL ACTION

ORDINANCE: O-2006-18

SUBJECT: Approval of an ordinance that submits to a vote of the registered electors of the City of Lakewood at the special municipal election on November 7, 2006, a ballot issue for the purpose of authorizing a voter-approved revenue change for the City of Lakewood.

RECOMMENDATION: Approval of the Ordinance will allow the City to apply for, collect and spend certain grants and open space revenues that might otherwise be restricted by TABOR limitations. Staff recommends approval.

FUNDING SOURCE: N/A

SUMMARY AND BACKGROUND OF SUBJECT MATTER: In 1998 a voter-approved exemption from TABOR limitations was authorized through December 31, 2006. After review and analysis, it is clear that there may be instances in the future when the City might have to forego certain grants and open space revenues due to TABOR revenue limitations. In response to this, Council is putting the question of retaining these revenues before the voters.
