RFCA Ordinance 2006-13 REQUEST FOR COUNCIL ACTION

ORDINANCE: O-2006-13

SUBJECT: Approval to enter into a contract for professional urban planning and real estate development consulting services for the Wadsworth and 13th Avenue Station Development and Implementation Plan.

ADDRESS: Area adjacent to 13th Avenue and Wadsworth Boulevard.

RECOMMENDATION: The Department of Community Planning and Development recommends approval to enter into a contract with EDAW, Inc. for planning and development consulting services.

FUNDING SOURCES: Grant funds administered by Regional Transportation District (RTD); Lakewood Economic Development Fund.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City of Lakewood is currently in the process of developing a land use vision for the area in the vicinity of the future Wadsworth & 13th Avenue light rail station. Land uses envisioned in the station area to date include new housing options and residential densification, limited retail serving the station area, possible trade school facilities, public plaza and walkways, and would likely include shared parking. Many of these elements will likely develop over time, subject to market realities. However the City of Lakewood sees a need to lay the groundwork for implementing the community's vision. Some of RTD's design for the bridge, station and parking at Wadsworth & 13th may need to be evaluated for how well they support the ability for the City to attain this land use vision.

RTD has stated that they will consider a proposal detailing an alternative configuration. The proposal must identify the process and timeline for land acquisition and disposal to allow for the alternate configuration. RTD is on schedule to be at 65 percent design completion for the West Corridor in September 2006. An alternate configuration for this station would need to be developed by this time in order to meet RTD's schedule.

The City Of Lakewood put forward a Request for Proposals (RFP) for Professional Urban Planning and Real Estate Development Services, RFP No. 2605, for the "Wadsworth & 13th Avenue Station Development and Implementation Plan". Eight professional planning and real estate firms and or consultant teams submitted proposals. Three firms / teams were interviewed. The selection committee included City of Lakewood staff, RTD staff and representatives from the private sector and Lakewood business community. This process selected EDAW, Inc.

The consultant scope of work includes:
· Develop a Master Site Plan for the project area.
· Determine a feasible, market-based process for attracting one or more developers to implement the proposed solution.
· A point-by-point explanation of all modifications to RTD's current station configuration and construction assumptions that are integral to the proposed alternative.
· A feasibility report for the proposed solution, showing how the project may realistically be implemented.

This project is to be completed by September 2006.

Project funding is as follows:
· $75,000 RTD administered Federal Congestion Mitigation and Air Quality (CMAQ) grant
· $30,000 RTD grant
· $45,000 Lakewood Economic Development Fund

Total project funding and contract amount: $150,000
