AN ORDINANCE
DIRECTING THAT THE ZONING OF THE PARCEL OF LAND KNOWN AS GREEN MOUNTAIN RAVINE BE CHANGED FROM PLANNED DEVELOPMENT ZONE DISTRICT (PD) TO 2-R SINGLE FAMILY RESIDENTIAL.
WHEREAS, Green Mountain Ravine is a parcel of land about 3 acres in size which is located at the Southwest corner of the intersection of Alameda Parkway and W. Florida Drive in the vicinity of Green Mountain; and
WHEREAS, the parcel known as Green Mountain Ravine is zoned Planned Development Zone District (PD) for high-density multifamily; and
WHEREAS, the present zoning and development planning from over 30 years ago does not adequately acknowledge the needs and concerns of present-day citizens of the City of Lakewood; and
WHEREAS the citizens of Lakewood foresee serious and damaging environmental impacts on surrounding property owners if the parcel known as Green Mountain Ravine is developed as multifamily; and
WHEREAS the contemplated multifamily use would require the disruption of the adjacent public parklands; and
WHEREAS, the citizens of Lakewood desire to protect and preserve the unique character, natural beauty and wildlife of their public parklands and encourage development planning which acknowledges the concerns of the citizens; and
WHEREAS, a 2-R zone district would limit the density to single family residential; and
WHEREAS a 2-R zone district provides the owner of the parcel known as Green Mountain Ravine with an economically viable use of the property; Now, therefore
BE IT ORDAINED BY THE CITIZENS OF LAKEWOOD, COLORADO, THAT:
SECTION 1. The citizens of the City hereby determine that it is in their best interests and in the interests of their public health, safety, and welfare, to rezone the parcel known as Green Mountain Ravine for which a legal description is included below as Exhibit A; therefore the zoning of Green Mountain Ravine is changed from Planned Development Zone District (PD) to 2-R Single Family Residential. 2-R zoning shall be applied as described in the Zoning Ordinance for the City of Lakewood as adopted on July 28, 1980, including amendments adopted prior to August 31, 2005.
SECTION 2. This Ordinance shall become effective upon adoption by the City Council of the City of Lakewood or upon a majority vote in favor thereof by the registered electors voting thereon.
I hereby attest and certify that the within and foregoing ordinance was introduced and read on first reading at a regular meeting of the Lakewood City Council on the 10th day of April, 2006; published by title in the Rocky Mountain News and in full on the City of Lakewood's website, www.lakewood.org, on the 13th day of April, 2006; set for public hearing on the 24th day of April, 2006; continued to the May 8, 2006 City Council Meeting; read, finally passed and adopted by the City Council on the 8th day of May, 2006, and, signed and approved by the Mayor on the 9th day of May, 2006.

LEGAL DESCRIPTION
GREEN MOUNTAIN RAVINE
A parcel of land located within the E1/2 of Section 19, T4S, R69W of the 6th P.M. and more particularly described as follows:
Beginning at a point on the boundary of the recorded plat of Green Mountain Village Filing No. 28, said point being the intersection of the Southeasterly right-of-way line of Alameda Parkway and the Southerly right-of-way line of West Florida Drive; thence along the boundary of said Filing No. 28 the following five courses: S 54° 27' 19" E 120.00 feet to a point of curve; thence on a curve to the left having a radius of 160.00 feet and a central angle of 28° 17' 45" an arc distance of 79.02 feet to a point; thence S 07° 14' 56" W 91.00 feet to a point; thence S 36° 32' 26" E 134.95 feet to a point; thence S 35° 32' 41" W 261.67 feet to a point of intersection as shown on the 1972 Preliminary Plat of Green Mountain Village Filings No. 27 & 28; thence N 61° 05' 08" W along said boundary 369.86 feet along the Lakewood Park boundary as shown on said plat to a point of intersection with the Southeasterly right-of-way line of Alameda Parkway; thence N 35° 32' 41" E along said right-of-way line 406.89 feet to the point of Beginning. Containing 3.0 acres more or less.
