MINUTES

ITEM 1 - CALL TO ORDER

Mayor Burkholder called the meeting to order at 7:00 p.m. in the Cabinet Room of the Lakewood City Civic South Building, 480 South Allison Parkway, Lakewood, Colorado.

Full and timely notice of this Study Session Meeting had been given and a quorum was present.

ITEM 3 - UPDATE - RESTRUCTURE OF COMMUNITY PLANNING AND DEVELOPMENT DEPARTMENT

Becky Clark, Director of Community Planning and Development, gave a PowerPoint presentation depicting the reorganization of the Community Planning and Development Department. She introduced staff members Roger Wadnal, Gail Spencer, Olga Mikhailova, and Paul Rice. The PowerPoint presentation included Division organization charts, the scope of work for each Division, and the Lakewood Reinvestment Authority's staffing and responsibilities.

ITEM 4 - UPDATE - JEFFCO BUSINESS RESOURCE CENTER

Amy Sherman, President of the West Chamber of Commerce Serving Jefferson County, introduced the concept behind the Jefferson County Business Resource Center (JCBRC). Denise Stephens explained the program and its benefits to those small businesses requesting business assistance.

ITEM 5 - UPDATE - CREATIVITY LAB

Bill Marino gave a PowerPoint presentation and an operational overview of the Creativity Lab at the Rocky Mountain College of Art and Design. The Creativity Lab is a resource through which students will be able to use their creativity to help local small businesses build portfolios. Students will only be able to do about 12 projects per year. Businesses will pay a small fee for the service. This is intended to help students use their creativity in the off-campus world and hopefully, will help small businesses who cannot afford the costs of some start-up fees.

ITEM 6 - UPDATE - EMPLOYEE HEALTH CARE

Ken Milano, Director of Employee Relations, gave a PowerPoint presentation regarding the evaluation process done when renewing medical insurance benefits for employees. He spoke about the current insurance programs, self-funded programs, market and market trends, the retiree health plan, the retiree health savings accounts, and future employee focus groups. Employee focus groups will help in preparing a recommendation for future aspects, which Mr. Milano will bring back before City Council.

ITEM 7 - REPORTS - MAYOR AND CITY COUNCIL

Mayor and City Council reported their attendance at previous meetings and events and announced upcoming neighborhood meetings and events.

ITEM 8 - ADJOURNMENT

There being no further business to come before the Council; Mayor Burkholder adjourned the meeting at approximately 10:43 p.m.
