STUDY SESSION MEETING
MARCH 20, 2006

ITEM 1. CALL TO ORDER

Mayor Burkholder called the meeting to order at 7:00 p.m. in the Cabinet Room of the Lakewood Civic Center South Building, 480 S. Allison Pkwy., Lakewood, CO.

Full and timely notice of this Study Session Meeting had been given and a quorum was present.

ITEM 3 - PRESENTATION - COLFAX MARATHON

Mike Bachofen of the National Park Service gave a Power Point presentation about the Colorado Colfax Marathon, scheduled for Sunday, May 21, 2006. It will start at 6:00 a.m. in Aurora and finish at Colorado Mills in Lakewood around noon. Approximately 6000 runners are anticipated for the marathon, including full, half, wheelchair and relay races. Mike Collins, Race Director, and Jean Townsend, Co-Manager of the marathon discussed the event, emphasizing its economic development purposes, and the decision to create a non-profit organization for the marathon.

Council members expressed enthusiasm for the marathon and asked questions about service organization participation, parking, communications, finances, long-term impacts and goals, and how the charitable contributions realized from the event will be used.

Lakewood Police Department Commander Mike Becker explained the traffic control and policing plan for the marathon. Both westbound and eastbound lanes of Colfax will be closed. Runners will use westbound lanes. Police, support services, and local access will happen in eastbound lanes. There will be no traffic crossing Colfax. Lakewood Police agents (133) will staff the signalized intersections, along with 11 Jefferson County and Edgewater officers. Volunteers (157) will staff the unsignalized intersections. North/south travel will be disrupted between 6:30 - 11:30 a.m. Information about how non-local traffic will be detoured and how people can access local businesses and churches will be disseminated through the media, direct mail, public meetings and electronic message boards. There is a city hotline number set up at 303-987-7787.

ITEM 4 - DISCUSSION - ST. ANTHONY'S - COMMUNITY/ECONOMIC DEVELOPMENT

City Manager Mike Rock explained that the presentation tonight would provide an overview of St. Anthony's history, services and hopes for the future. He emphasized that the proposed project in Lakewood is not yet confirmed and no land use application has been received.

Bob Wallace and George Zara of St. Anthony Hospitals presented information about the organization's mission, history, community partnerships, existing facility, campus challenges, need to relocate, goals, and reasons why they are pursuing the proposed site at the Federal Center.

In response to questions from council members, the following answers were provided:
• The Flight for Life program is based in Westminster; flight patterns follow 6th Avenue now and that will not change; the anticipated number of landings is 2-3 times per day.
• Between now and when the land use application is submitted, after which lots of meetings for the public will be scheduled, forward questions to CPD Director Becky Clerk.
• We don't have answers for everything yet because we don't have a deal yet.
• Centura Health is a non-profit organization.
• Traffic questions can't be addressed until the traffic study is completed.
• The future of the current hospital site is undetermined at this point; a task force is working on it.
• Council members can invite Mr. Wallace and Mr. Zara to bring this presentation to their ward meetings.
• Communications are very important with this proposed project; forward your concerns to Councilwoman Wise and Councilman Peterson.

City Manager Mike Rock commented that we know we can work out the issues related to potential impacts of this proposed project, but cautioned that we don't have a project yet. Once the lease is negotiated, then the city can expect to receive a formal application.

ITEM 5 - ADJOURNMENT

There being no further business to come before the Council, Mayor Burkholder adjourned the meeting at 9:20 p.m.
