ITEM 1. CALL TO ORDER
Mayor Burkholder called the meeting to order at 6:00 p.m. in the Cabinet Room of the Lakewood Civic Center South Building, 480 S. Allison Pkwy., Lakewood, CO.

Full and timely notice of this Study Session Meeting had been given and a quorum was present.
ITEM 3 - PRESENTATION - REFINANCE CERTIFICATES OF PARTICIPATIONS
Lakewood Finance Director Larry Dorr recommended City Council's approval to bring forward ordinances allowing for the refunding of the 1998 COP (Civic Center and Library Projects) and the 2000 COP (Recreation and General Facilities Projects). He stated that the City Council Budget and Audit Committee agreed to the recommendation. Mr. Dorr explained there is a narrow window of opportunity to take advantage of lower interest rates and thus, could create a large savings. The ordinances would allow him to try to capture the best interest rate available within a short time frame.
A question and answer period ensued amongst City Council members and Mr. Dorr.
There was consensus from City Council to bring forward Mr. Dorr and the Budget and Audit Committee's recommendation for a formal vote by City Council.
ITEM 4 - ADJOURNMENT
There being no further business to come before the Council, Mayor Burkholder adjourned the meeting at 6:32 p.m.
