REQUEST FOR COUNCIL ACTION
RESOLUTION: 2005-81
SUBJECT: Resolution supporting a grant application to Jefferson County Open Space for funding for trail connection improvement projects on the Bear Creek and Sanderson Gulch Trails.
ADDRESSES: South Kipling Parkway and Dartmouth Avenue, Lakewood, CO
South Kipling Street and Bear Creek Trail, Lakewood, CO
West Colorado Avenue and South Lamar Street, Lakewood, CO
RECOMMENDATION: The Department of Community Resources recommends that City Council approve the resolution supporting the grant application to Jefferson County Open Space requesting funding for trail connection improvement projects on the Bear Creek and Sanderson Gulch Trails.
FUNDING SOURCE: The total project budget for the trail connection improvement projects is $314,872, including $125,000 for the Sanderson Gulch Trail and $189,872 for the Bear Creek Trail. The grant application to Jefferson County Open Space will request $157,436. If the grant is approved, the Community Resources Department will request necessary matching appropriations from capital improvement and open space funds. The City has also secured a grant in the amount of $35,950 from Colorado State Parks, which will be leveraged in these projects.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: The project located at South Kipling Parkway and Dartmouth Avenue will create a trail spur under the South Kipling Parkway bridge in order to address safety concerns of pedestrians crossing South Kipling Parkway at-grade, to leverage grant funds received from Colorado State Parks, and to provide access to the Bear Creek Trail. The total cost for this trail connection is $89,872.
The project located at South Kipling Street provides an opportunity to create a grade-separated, pedestrian connection to the Bear Creek Trail under the newly constructed bridge on South Kipling Street. This project addresses pedestrian safety issues and will cost $100,000.
The project located on the Sanderson Gulch Trail provides continuity to trail users by bridging an existing quarter mile trail gap and addressing drainage issues along the trail. This project is part of the Lakewood Bike Trail Master Plan, which was approved on October 10, 2005 with Resolution #2005-63 and will cost $125,000.
