SUBJECT: A resolution to adopt the West Colfax Avenue Corridor Reinvestment Plan & Area

RECOMMENDATION: Approval

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Mayor's Colfax Corridor Advisory Committee has developed an Action Plan for West Colfax Avenue. The plan identifies urban renewal area designation along the West Colfax Avenue corridor as an action step for implementing portions of the West Colfax Avenue Action Plan.

The City Council directed the Lakewood Reinvestment Authority (LRA) to undertake a Colfax Reinvestment Conditions Survey in August 2005. The conditions survey catalogues conditions that meet the definition of "blight factors" found in Colorado Urban Renewal Law. Ten (10) of the eleven (11) possible factors were found within the Colfax Reinvestment Conditions Survey area. The ten factors were found in multiple locations and several were widespread within the study area.

The LRA convened the Colfax Conditions Task Force, a group of 16 citizens including business owners, residents, and neighborhood representatives to review the Colfax Revitalization Conditions Survey and make recommendations on the use of urban renewal in the West Colfax Avenue corridor. The Colfax Conditions Task Force held 9 working sessions, and hosted two open house events to share information and receive public comment. Through open dialogue, the task force has brought a wide variety of views to a consensus on recommendations for using reinvestment on Colfax.

The West Colfax Avenue Corridor Reinvestment Plan incorporates the recommendations of the Colfax Conditions Task Force. The West Colfax Avenue Corridor Reinvestment Area is drawn as narrowly as possible to accomplish the goals of the West Colfax Avenue Corridor Reinvestment Plan, and is substantially smaller than the conditions survey area. Objectives in the Plan will be used to develop reinvestment projects that help to implement the West Colfax Avenue Action Plan. Language designed to restrict the use of eminent domain has been incorporated into the plan. A citizen advisory group will review future reinvestment projects and provide project-specific recommendations to the LRA Board of Commissioners and to the Lakewood City Council. These recommendations tailor the use of the urban renewal tools authorized by the State to the specific needs and context of the West Colfax Avenue corridor in Lakewood.

Adoption of the West Colfax Avenue Corridor Reinvestment Plan and designating the West Colfax Avenue Corridor Reinvestment Area will make it possible to move forward toward determining what reinvestment projects and activities will best meet the objectives in the plan. Proposed projects will be reviewed by the LRA Board of Commissioners and the Lakewood City Council at public hearings. City Council will ultimately determine approval for how reinvestment projects may be undertaken in the area.
