RESOLUTION: 2005-63
SUBJECT: Lakewood Bicycle System Master Plan -- Amendment to the Lakewood Comprehensive Plan
ADDRESS: Citywide
RECOMMENDATION: To approve the Lakewood Bicycle System Master Plan as an amendment to the Lakewood Comprehensive Plan
FUNDING SOURCE: N/A
SUMMARY AND BACKGROUND OF SUBJECT MATTER: The Bicycle System Master Plan has broad support through the goals and policies that are identified in the Lakewood Comprehensive Plan. The Community Image, Urban Centers, Transportation, and Parks and Recreation sections of the Comprehensive Plan all emphasize the importance of bicycles as a transportation and recreational amenity. An important element of the plan is the identification of bicycle facility projects that are eligible for state and federal funding grants, and to better plan improvements in conjunction with development and redevelopment projects.
Public involvement played an important role in the development of the Bicycle System Master Plan. Two public open house meetings were held with a total attendance of 140. Over 300 comments were received via the meetings, letters, telephone and email. A bicycle user survey was mailed out to Lakewood households and over 90 responses were received. The project team also coordinated this planning effort with the cities of Golden, Wheat Ridge and Denver, the Town of Morrison, Jefferson County, CDOT, DRCOG and RTD.
The plan recognizes that there are two primary groups of bicycle riders in Lakewood: commuter cyclists and recreational riders. The plan was developed to meet the needs of both user groups. The proposed commuter bicycle routes generally follow the grid street system and connect with other routes in adjacent cities. Most of the commuter routes consist of on-street bicycle lanes. The Bicycle Master Plan identifies three primary recreational corridors in Lakewood. The Bear Creek Path corridor in the southern portion of Lakewood, a central east-west corridor that connects Belmar Park with Addenbrooke Park; and a northern corridor that follows the future West Corridor light rail line along 13th Avenue.
