A RESOLUTION
FOR THE APPROVAL OF THE MORSE PARK NEIGHBORHOOD PLAN AS AN AMENDMENT TO THE LAKEWOOD COMPREHENSIVE PLAN
WHEREAS, the City of Lakewood Planning Commission adopted the Lakewood Comprehensive Plan on February 19, 2003; and
WHEREAS, the City of Lakewood City Council approved the Lakewood Comprehensive Plan on May 12, 2003; and
WHEREAS, the Lakewood Comprehensive Plan includes neighborhood strength and health as a major concept of the Plan stating, "Neighborhoods are the building blocks of a community." The intent of the Comprehensive Plan is to protect neighborhoods and support the positive attributes of neighborhoods. This helps to "promote clean and safe neighborhoods" (p. 19), support the development, viability and sustainability of neighborhood organizations (p.20), and to identify resources and develop partnerships to accomplish neighborhood projects (p.20)."
WHEREAS, residents in the Morse Park neighborhood worked with staff from
the City of Lakewood to prepare a plan for the area to address three issue
areas: land use and property maintenance, community safety, and traffic and
public works.
WHEREAS, citizens, residents, property owners and others participated in neighborhood
meetings to identify issues of concern to the area, alternative ways to address
these issues, and to develop and review goals and strategies to be included
in the plan; and
WHEREAS, the Planning Commission conducted a public hearing on the Morse Park Neighborhood Plan, with notice made to residents, businesses and property owners in the Morse Park neighborhood and published in the Rocky Mountain News; and
WHEREAS, the City Council has conducted a public hearing on the proposed Morse Park Neighborhood Plan, with notice made to residents and property owners in the Morse Park neighborhood; and
WHEREAS, the City Council has considered the public testimony received, the action of the Planning Commission, and the staff report and recommendation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood, Colorado, that:
SECTION 1. The Morse Park Neighborhood Plan, as presented to the City Council and dated September 2005, is hereby approved as an amendment to the Lakewood Comprehensive Plan.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to affix their signatures on this Resolution and on the Morse Park Neighborhood Plan as evidence of the approval and adoption of the same by the City Council.
INTRODUCED, READ AND ADOPTED by a vote of 8 For and 0 Against at a regular
meeting of the City Council on September 26, 2005, at 7 o'clock p.m., at Lakewood
Civic Center, 480 South Allison Parkway, Lakewood, Colorado.
