A RESOLUTION

DIRECTING THE LAKEWOOD REINVESTMENT AUTHORITY TO UNDERTAKE A COLFAX CORRIDOR REINVESTMENT CONDITIONS SURVEY

WHEREAS, The Lakewood Reinvestment Authority was established by a vote of the citizens in 1997 and thereby given certain powers to be used for the purpose of revitalization within portions of the City of Lakewood; and

WHEREAS, the powers of the Lakewood Reinvestment Authority may only be used in areas where certain findings of blight, as defined by Colorado Revised State Statute Title 31 Article 25, have been established; and

WHEREAS, the Colfax Citizens Advisory Committee and the Lakewood Planning Commission have requested that the Lakewood Reinvestment Authority undertake a conditions survey of the West Colfax Avenue corridor to determine the existence of blight factors.

NOW THEREFORE, BE IT RESOLVED by the Council of the City of Lakewood, Colorado, that:

SECTION 1: The Lakewood Reinvestment Authority is hereby authorized to undertake the Colfax Corridor Reinvestment Conditions Survey along West Colfax Avenue corridor within the City of Lakewood.

SECTION 2: The Director of the Lakewood Reinvestment Authority is authorized to enter into contracts with a qualified consultant(s) to undertake the conditions survey up to a dollar amount of $40,000.

SECTION 3: The Director of the Lakewood Reinvestment Authority may determine the boundaries of the Colfax Corridor Reinvestment Conditions Survey area and may modify these boundaries from time to time as necessary.

INTRODUCED, READ AND ADOPTED by a vote of 10 for and 1 against at a regular meeting of the City Council on August 8, 2005, at 7 o'clock p.m. at Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.
