RESOLUTION: 2005-49
SUBJECT: 1) Public Hearing August 8, 2005 on Fossil Ridge Metropolitan District Nos. 1,2,3 and 4 Consolidated Service Plan, 2) Conditional Approval of the Districts' Service Plan and 3) Authorization to Exclude City Property from Mount Carbon Metropolitan District
ADDRESS: An area in the Rooney Valley generally bounded by Alameda Avenue on the north, C-470 on the west, Yale Avenue on the south and the rear lot lines of developed single family subdivisions on the east

SUMMARY AND BACKGROUND OF SUBJECT MATTER: On July 18, 2005, City Council received a presentation on Policy Report 2005-1 (attached) describing development planning for the Rooney Valley by Carma Colorado Inc. Development within Rooney Valley by Carma includes formation and use of Title 32 metropolitan districts to ensure adequate funds are available for public infrastructure and public amenities to be constructed within the Fossil Ridge area.
At the July 18th meeting Council gave consensus approval for the formation of metropolitan districts to finance construction of roads, storm sewers, water, sewer, parks and other public infrastructure in the Lakewood portion of the Rooney Valley. Formation of new metropolitan districts also requires exclusion of the related public and private land from the Mount Carbon Metropolitan District.
Three actions are incorporated as part of the attached Resolution. They are:
· Completion of a public hearing on the Districts' Consolidated Service
Plan (Service Plan attached) prior to considering a motion to approve the Resolution.
· Conditional Approval of the Districts' Consolidated Service Plan.
· Exclusion of all private and publicly owned property located within the Fossil Ridge District boundaries from the Mount Carbon District.
As stated in Policy Report 2005-1, approval of this Resolution does not bypass any of the City's normal land development public hearings and input processes which include:
§ Neighborhood meetings
§ Master plan preparation
§ Preliminary maps
§ Final plat
§ Rezoning of land trades
