Request for Council Action for Resolution 2005-47 REQUEST FOR COUNCIL ACTION

RESOLUTION: 2005-47

SUBJECT: Entering into an Intergovernmental Agreement with the Denver Regional Council of Governments (DRCOG) for Federal Congestion Mitigation/Air Quality (CMAQ) for traffic signal, incident management, and motorist information system improvements at several locations in Lakewood.

RECOMMENDATION: Approval.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Contributing factors to traffic congestion and air pollution within the City of Lakewood are traffic incidents on Sixth Avenue (U.S. 6). City staff has worked with DRCOG, the Colorado Department of Transportation (CDOT), the City and County of Denver (CCD), and various emergency response agencies in developing a plan to minimize the adverse impacts of incidents on U.S. 6. Installation of the equipment funded by this agreement will allow Lakewood Traffic Engineering staff to warn motorists attempting to access U.S. 6 of potential delays and advise alternative routes.

The following equipment will be procured through this agreement.

· Closed Circuit TV (CCTV) surveillance cameras at
o Alameda & Pierce
o Colfax & Pierce.
· Variable Message signs at
o Union/Simms & U.S. 6
o Kipling & Alameda
o Kipling & U.S. 6
o Kipling & Colfax
o Wadsworth & Alameda
o Wadsworth & U.S. 6
o Wadsworth & Colfax

This equipment along with the City's traffic signal system, including existing CCTV cameras along Wadsworth, Kipling, and Union/Simms, will allow City staff and/or CDOT to warn motorists of problems on U.S. 6 before they reach the problem and adjust signal timings to minimize congestion and delay.

The equipment will be procured and installed in the second half of 2005 and first part of 2006. Federal CMAQ funds totaling $ 67,000 have been obtained for procurement of the above equipment. The City's contribution is limited to installation of the equipment that will be done by City forces. Administration of the project must be coordinated through the DRCOG in order to obtain the funds.
