RESOLUTION: 2005-34
SUBJECT: Bid award for replacement of the Kipling Street Bridge over Bear Creek.
RECOMMENDATION: Approval.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City of Lakewood entered into an agreement with the Colorado Department of Transportation to replace the Kipling Street Bridge over Bear Creek. A grant of $1,000,000 was received from the federal government to cover a portion of the cost of the project, which is approximately $1,250,000. The City's contribution is approximately $250,000. A portion of the project budget has been used for design, environmental planning and easement acquisition totaling approximately $180,000.
The structure is load limited, too narrow, has no sidewalks and has substandard guardrails. The new bridge will include sidewalks and will be lengthened to provide for future extension of the Bear Creek path under the bridge.
On March 24, 2005, the City opened bids for the Kipling Street Bridge over Bear Creek. The lowest responsible, responsive and qualified bidder was Colorado Constructors, Inc., with a bid of $967,740.95. Public Works recommends that City Council authorize a contract with Colorado Constructors, Inc. in an amount of $967,740.95 and authorize contingencies of $22,259.05 for a total construction contract amount not to exceed $990,000.
The project will require closing Kipling Street for approximately nine months. Alternate routes include Estes Street and Kipling Parkway. Kipling Street will be closed from just south of the bridge to south of Yale Avenue. Access will be available to all private properties. The project is scheduled to commence in May with notice to the neighbors and nearby schools scheduled immediately following City Council approval.
FUNDING SOURCE: Federal Off-System Bridge Funds and Lakewood Capital Improvement Funds.
