RESOLUTION: 2005-33

SUBJECT: Construction engineering services during replacement of the Kipling Street Bridge over Bear Creek.

RECOMMENDATION: Approval.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The Kipling Street bridge over Bear Creek is in need of replacement. The structure has no sidewalks, is narrow and weight restricted, and has substandard guardrails. The City has obtained federal funds of $1,000,000 to replace the bridge. The Capital Improvement Fund budget includes the necessary $250,000 City contribution required by the federal funding.

In 2003, City Council authorized a contract with Felsburg, Holt & Ullevig (FHU) to design a replacement bridge. The design is complete and bids for construction were received on March 24, 2005. City staff will manage the construction contract and perform the majority of construction inspection. Bridge projects in Lakewood are infrequent and staff does not have the expertise to monitor some phases of the project.

It is recommended that FHU supplement City staff during construction by providing specialized bridge inspection and engineering services. The specialized bridge related services include shop drawing review, periodic inspection during bridge construction, a pre-girder erection meeting, a pre-deck pour meeting, and materials testing services.

The additional amount for FHU construction services is $60,000 for a total contract amount, including previously completed design work, of $237,000, which is available in the total project budget.
