RESOLUTION: 2005-32
SUBJECT: Entering into an Intergovernmental Agreement with the Colorado Department of Transportation (CDOT) for federal safety funding to upgrade traffic signals at five locations and construct one median island at another location.
RECOMMENDATION: Approval.
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The following five signalized intersections are high-accident locations that need improved signal displays and equipment: Florida Avenue/Kipling Parkway, Wadsworth Boulevard/Morrison Road, Wadsworth Boulevard/5th Avenue, Garrison Street/Alameda Avenue and Colfax Avenue/Simms Street. The Kipling Street/Colfax Avenue intersection is also a high accident location that can be improved by constructing a median in Kipling Street north of Colfax Avenue. Lakewood staff submitted these locations as safety enhancements projects and was successful in obtaining federal safety funds.
The traffic signal poles, mast arms, signal heads and detection equipment will be replaced to improve the visibility of the signal heads and improve overall signal operation. The City will design, bid and provide construction management for the project. Design work should be completed by early 2006 so that construction can also be completed in 2006.
Federal safety funds totaling $1,690,000 have been obtained for design and construction of the improvements. The City's contribution is estimated to be $5,000. Administration of the project must be coordinated through the CDOT in order to obtain the funds. The money for Lakewood's share is available from the Capital Improvement Fund.
