A RESOLUTION

APPROVING A NEW JOB DESCRIPTION FOR THE CITY MANAGER'S POSITION

WHEREAS, the City Council has reviewed and revised the existing job description for the City Manager's position and hereby approves the new Job Description attached here to as Exhibit "A";.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakewood, Colorado, that:

SECTION 1. The Job Description for the City Manager, which is attached hereto is hereby approved by the City Council.

INTRODUCED, READ AND ADOPTED by vote of 11 for and 0 against at a regular meeting of the City Council on March 28, 2005, at 7:00 o'clock p.m., at Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.

CITY MANAGER JOB SUMMARY AND CONDITIONS

The purpose of this position profile is to generally set out the essential functions, knowledge, skills, abilities and requirements for the position of City of Lakewood City Manager. To the extent there is any conflict between this profile and the Home Rule Charter, Lakewood Municipal Code or a duly authorized employment agreement, the provisions of the Home Rule Charter, Lakewood Municipal Code or Employment Agreement shall prevail.

JOB SUMMARY

Serves as the Chief Executive Officer of the City of Lakewood and is responsible to the Mayor and City Council for the proper leadership and administration of all operations of the City, except Municipal Court and City Attorney's Office. Examples include leadership of department directors, overall administration of budgeted funds on behalf of the City, administration of policy set by City Council and overall management of City development and welfare. Provides leadership, support and administrative services to a large organization of diverse employees. Coordinates the needs and interests of the City with those of employees so as to provide the community with quality services. Responsible for organization philosophy/culture and ensures that operational practices reflect the philosophy of City Council.

MAJOR TASKS, DUTIES AND RESPONSIBILITIES (This job description does not intend to list every function of the position.)

ESSENTIAL FUNCTIONS
· Assumes full management responsibility for the direction of all City departments' operations, services and activities, except Municipal Court and City Attorney's Office, including short- and long-term plans to meet the overall goals and objectives of the City Council.
· Directs the formulation and eventual implementation and administration of the annual budget, including the Capital Improvement Program and submits it to the City Council for approval.
· Keeps City Council informed as to the financial condition of the City and establishes such controls as necessary to ensure the financial integrity of the City.
· Keeps the Council apprised of emerging issues. Provides the best available information to assist the Mayor and City Council in their decision-making process. Recommends to the City Council for adoption such ordinances and resolutions as may be necessary or proper for the efficient and effective operation of the City.
· Analyses and evaluates information and makes sound, well thought out recommendations to City Council.
· Oversees the direction of a continuing program of economic development and urban renewal including the Lakewood Reinvestment Authority processes and projects. Retains responsibility for negotiating complex economic development plans and projects to include exercising eminent domain as directed by City Council.
· Demonstrates effective communication skills; written, oral and in presentations including active listening skills, and the ability to express thought and direction in an organized manner.
· Ability to effectively manage and document employee performance, provide constructive and positive feedback and administer appropriate discipline effectively.
· Overall responsibility for management of the personnel resources of the City, including to appoint, remove, promote, transfer, discipline or suspend all employees of the city, excepting the employees of the Presiding Municipal Judge, except where specifically excluded by ordinance.
· As directed by City Council, assumes an active leadership role on highly sensitive issues.
· May serve as a representative of the City and serves as liaison between the City and civic groups, private citizens, the media, local, state and federal agencies and neighborhood organizations.
· Participates in discussions with the Management Team. Effectively utilizes Management Team staff and manages and encourages their self-direction, motivation, and leadership development.
· Performs such other duties as prescribed in the Charter, by ordinance, or by the City Council.

· Receives policy direction from the Mayor and City Council.

Supervision Given:
· Provides leadership, supervision and control over all administrative departments, department directors, division managers, supervisors and employees.

ESSENTIAL QUALIFICATIONS (Knowledge, Skills and Abilities)

Education:
· Bachelor's degree in public administration, business administration or related field.
· A master's degree or advanced course work in public or business administration or a closely related field is desirable.

Experience:
· Preferred experience includes work in the public sector, preferably in a community of more than 60,000, as a City Manager or as a Deputy or Assistant in a city of approximately 100,000. Equivalent private sector experience is also acceptable.
· Experience with economic development issues, public-private partnerships, cooperative intergovernmental efforts and fiscally conservative management.
· Familiarity with Denver metropolitan issues, Rocky Mountain regional issues and/or western issues preferred.
· Experience working with and effectively utilizing the talents of a skilled professional and technical staff and demonstrated strong leadership.

Licensure/Certification/Registration:
· Valid driver's license and good driving record.

PHYSICAL AND MENTAL REQUIREMENTS:

PHYSICAL REQUIREMENTS:

· Lifting/Carrying: Must be able to lift/move items such as files, paperwork, etc., weighing up to 10 pounds from one location to another.

· Body positions: Work is performed in an office environment and involves sitting for extended periods of time with some standing, kneeling, bending, reaching and stooping. Must have the ability to move to other locations within Civic Center buildings, outlying City offices and travel to various facilities.

· Hearing: Must be able to hear and communicate over the telephone and in person, as well as listen, in order to communicate with employees, citizens and others. Must be able to respond to questions and comments during public meetings or other situations where background noise may be present.

· Vision: Employee uses vision to read and interpret correspondence, reports and other written documents, as well as observe employees' performance. Uses vision to operate computers and related equipment.

MENTAL REQUIREMENTS:
· Mathematics: Basic math skills, addition, subtraction, multiplication and division and the ability to operate a calculator and computer to be used in budgetary work, making salary recommendations, travel requests, etc.

· Research: Must be able to research and use policies, procedures, ordinances and all relevant state and Federal laws that apply to the operation of the City of Lakewood.

· Language Ability: Ability to read, analyze and interpret general policies and practices to be applied in the day-to-day operation of the position. Must be able to speak to individuals, small-, medium- and large-sized groups and make effective and persuasive speeches and presentations on controversial topics to City Council, top management and the general public. Ability to respond to common inquiries or complaints from citizens and employees.

· Reasoning: Ability to apply common sense and understanding to define problems, collect data, establish facts and draw valid and logical conclusions and effective solutions on a daily basis. Must be able to make independent and highly critical decisions.

WORKING ENVIRONMENT:

Work is performed in an office environment the majority of the time. Works as a member of a team making decisions affecting the City. Interacts with Mayor and City Council, other elected officials, Management Team, department and City staff members and citizens. Work involves attending meetings and functions after working hours. Work may involve interacting with people who are angry, frustrated or upset. Work involves frequent interruptions and shifting priorities. Attention to detail must be given in order to fulfill job requirements and meet established deadlines. Work must be structured in such a way as to accomplish complex and highly skilled procedures within a limited time frame, using limited resources. Projects may be of a critical, confidential or time-sensitive nature.
