SUMMARY AND BACKGROUND OF SUBJECT MATTER: Legal services have been provided to the City of Lakewood by Gorsuch Kirgis LLP for approximately twenty-five (25) years. The City Council has been advised by said firm that it will cease doing business as of March 31, 2005 and the firm has approved the termination of its contract with the City as of March 14, 2005. Pursuant to that contract Roger W. Noonan, a partner in Gorsuch Kirgis LLP, has been the designated City Attorney for the City of Lakewood for approximately twenty-four (24) years. He proposes to continue as the City Attorney, but in that capacity as a full-time City employee. This Resolution approves an Employment Agreement setting forth the terms and conditions of such employment. The Agreement also provides for full-time employees serving in the capacity of: Deputy City Attorney, Deputy City Attorney acting as the Legal Advisor to the Police Department; Chief Municipal Prosecutor; Municipal Prosecutors, Legal Assistants to the Municipal Prosecutors; and a Municipal Prosecutors Office Support Coordinator. The Employment Agreement provides that the City Council shall review in January 2006 the legal services provided by this Agreement.
