SUBJECT: Resolution and Ordinance Revisions

In response to our July 25 discussion, I am forwarding two items for your review. We have also set aside time on the July 31 Study Session agenda to discuss these items.

I have revised the budget policy resolution and broken it into two sets of policies. The first set of policies is to be utilized if the sales tax question is unsuccessful. The second set of policies would be utilized if the sales tax is approved by the voters.

I have also included a definition of public safety, a definition of the process to be used to establish a "base" for public safety expenditures and a new Item "B" which deals with the use of general fund reserves.

The ordinance provision dealing with the temporary waiver of sales tax in the three PIF areas inadvertently included use tax in that waiver. The ordinance has been revised to correct that reference. The definition of public safety was also added to the ballot language.
