MINUTES

ITEM 1 - CALL TO ORDER

Mayor Burkholder called the meeting to order at 6:15 p.m. in the Cabinet Room of the Lakewood Civic Center South Building, 480 South Allison Parkway, Lakewood, Colorado.

Full and timely notice of this City Council Study Session had been given and a quorum was present.

ITEM 3 - STATE OF THE COURTS

Municipal Judge Thomas Elliott introduced Judges Philip McNulty and Daniel Ramsey, and announced that Court Administrator John Miller will retire this year. Shawna Moore has been appointed as the new Court Administrator. Mayor Burkholder expressed his thanks and appreciation for John's 13 years as Court Administrator.

Judge Elliott presented the State of the Court, as follows:

Judge Elliott responded to questions from council members, saying there are fewer police personnel available to write tickets and that meant fewer tickets were written in 2004 than in 2003. This also resulted in lower revenue. The Traffic Enforcement Team has done a good job, resulting in reduced violations and that's a very positive outcome. Judge Elliott commented that eliminating night court has had very little impact, with few complaints. Budget cuts have impacted the court's ability to complete case closeouts as quickly as they had in the past. He said they've also fallen behind slightly on issuing warrants.

Judge Elliott stated that Lakewood's probation program is the city's best prevention program and it needs to be maintained. The graffiti clean up program uses juveniles to do lots of clean up citywide, not just graffiti. He said that 92% of participants in the Teen Court program complete their sentences.

Judge Elliott informed council members of a number of awards and honors received recently by court employees.

There being no further business to come before the Council, Mayor Burkholder adjourned the meeting at 6:45 p.m.
