ITEM 1 - CALL TO ORDER

Mayor Burkholder called the meeting to order at 7:00 p.m. in the Council Chambers,
Lakewood Civic Center South, 480 South Allison Parkway, Lakewood, Colorado.

Full and timely notice of this City Council meeting had been given and a quorum was present.

ITEM 2 - ROLL CALL

ITEM 3 - PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was recited.

ITEM 4 - PROCLAMATION - COLORADO'S NEWEST STATE EMBLEM

Mayor Burkholder honored Lakewood Girl Scout Troop 357 and State Representative Betty Boyd for Colorado's Newest State Emblem, Yule Marble, as the State Rock. Representative Boyd and the Girl Scouts made a presentation regarding their research and the presentation given to the State Legislature.


Agent John Camper of the Lakewood Police Department showed City Council a brief video of members of the Police Department pumping gas and working at the gas station to help the family of the owner who had been shot during a hold up.

The Denver West Kiwanis Club and the Lakewood Youth Commission made a donation to the Second Wind Foundation, which was formed to help with suicide prevention programs in the local schools.

ITEM 5 - PUBLIC COMMENT

David Hoover - President of the Lakewood Police Union 303
Mr. Hoover invited people to attend their meetings and get to know them better. He gave a phone number to call with any questions or concerns.

The following Consent Agenda items were read into the record by the City Clerk:

ITEM 6 - ORDINANCE O-2005-3 - AUTHORIZING AN EASEMENT AND RIGHT-OF-WAY AGREEMENT FOR UNDERGROUND WATER LINE AND RELATED FACILITIES TO BEAR CREEK WATER AND SANITATION DISTRICT ACROSS HODGSON PARK, LAKEWOOD, COLORADO

ITEM 7 - ACCEPTING MINUTES OF THE BOARDS AND COMMISSIONS

Public Comment: None.

Councilwoman Kesselman made a motion to approve the Consent Agenda as presented. It was seconded by Councilwoman Koop. Vote on the Consent Agenda: All Ayes. No Nays. The motion carried.

ITEM 8 - ORDINANCE O-2005-1 - AMENDING EXHIBIT "A" TO ORDINANCE O-2004-45 DECLARING THE INTENT OF THE CITY OF LAKEWOOD TO ACQUIRE INTERESTS IN PROPERTY FOR PUBLIC PURPOSES FOR THE WEST 8TH PLACE & KIPLING STREET DRAINAGE IMPROVEMENT PROJECT, FURTHER DECLARING AN EMERGENCY

Public Comment: None.

Councilwoman Kesselman made a motion to adopt Ordinance O-2005-1 on second and final reading. Councilwoman Koop seconded the motion.

Vote: All Ayes. No Nays. The motion carried.

ITEM 9 - ORDINANCE O-2005-2 - AUTHORIZING A QUIT CLAIM DEED FROM THE CITY OF LAKEWOOD TO THE PROPERTY OWNERS OF THOSE PROPERTIES AT 1545 HOYT STREET AND 9550 WEST 15TH PLACE FOR ANY INTERESTS THE CITY MAY HAVE IN A ROADWAY AND DRAINAGE EASEMENT; FURTHER DECLARING AN EMERGENCY

Public Comment: None.

Councilwoman Kesselman made a motion to adopt Ordinance O-2005-2 on second and final reading. Councilwoman Koop seconded the motion.

Vote: All Ayes. No Nays. The motion carried.

ITEM 10 - GENERAL BUSINESS

MOTION TO HOLD AN EXECUTIVE SESSION FOLLOWING THIS REGULAR MEETING TO DISCUSS MATTERS OF ATTORNEY-CLIENT PRIVILEGE PURSUANT TO HOME RULE CHARTER SECTION 2.15 C (4) AND C.R.S. 24-6-402 (4) (B).

Councilwoman Kesselman made a motion to hold an executive session as stated above. Councilwoman Koop seconded the motion.

Vote: All Ayes. No Nays. The motion carried.

ITEM 11 - REPORTS

Mayor and City Council reported their attendance at previous meetings and events and announced upcoming neighborhood meetings and events.

ITEM 12 - ADJOURNMENT
There being no further business to come before the Council; Mayor Burkholder adjourned the meeting at 7:42 p.m.
