RESOLUTION: 2004-83
SUBJECT: Bid award for Union Boulevard 54" Storm Sewer Rehabilitation Cured-In-Place Pipe, Bid no. 2500
RECOMMENDATION: Public Works recommends that City Council authorize the City Manager to enter into a contract with Insituform Technologies in the amount of $73,270.000. It is further recommended that 10 percent of the contract amount, $7,327.00, be authorized by City Council in the event unanticipated work is needed to complete the project. Total authorization recommended is $80,597.00.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Early in 2004, an inspection was made of a 54" corrugated metal storm sewer pipe that crosses under Union Boulevard, at 4th Avenue. The inspection revealed that the pipe had rusted to the point that the bottom of the pipe was rusted away in several spots. The pipe is approximately 50 years old.
If not replaced, the pipe will eventually collapse. Because of the 20 foot depth and location of the pipe under Union Boulevard, removal and replacement would be extremely expensive and disruptive to traffic and businesses in the area.
Public Works designed a project to line the existing pipe with a new, cured-in-place plastic pipe that is actually constructed inside the existing pipe. This process is called cured-in-place pipe lining, and allows the pipe to be replaced with no excavation. The process is widely used for this type of application and has been used by Public Works to rehabilitate sanitary sewers for many years. It is the clear choice for this project, when compared to the cost and disruption involved with excavating, removing and replacing the pipe.
The low bidder on the contract is Insituform Technologies, a qualified cured-in-place pipe contractor.
