SUBJECT: Authorizing an application for Section 108 funds from the U.S. Department of Housing and Urban Development.

RECOMMENDATION: That the Lakewood City Council authorize the submittal of an application for Section 108 funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City of Lakewood, as an "entitlement community" receives an allocation of Community Development Block Grant (CDBG) funds annually from the U.S. Department of Housing and Urban Development. Each year, the allocation is applied to projects identified in the one-year action plan approved by City Council, where generally only a portion of the project can be completed. In the interest of completing improvements to public facility projects identified in the City of Lakewood, Housing and Community Development Plan (2003-2007), authorized by City Council and submitted to the U.S. Department of Housing and Urban Development, it is in the best interests of the City and the community to apply for funds from Section 108 of the Housing and Community Development Act. By taking this approach, the City can receive sufficient funding upfront to complete certain public facility improvements.
