RESOLUTION: 2004-60

SUBJECT: Bid Award for 14th Avenue Water Main Construction from Lamar to Newland

RECOMMENDATION: Public Works recommends that City Council authorize the City Manager to enter into an agreement with T. Lowell Construction, Inc. in the amount of $56,000 plus authorize an additional 15 percent for contingencies for a total contract amount not to exceed $64,400.00.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: On June 17, 2004 bids for 14th Avenue Water Main Construction from Lamar to Newland, Bid No. 2470, were opened and the firm of T. Lowell Construction, Inc. was the lowest responsive, responsible and qualified bidder with a bid of $56,000.00.

This project consists of approximately 900 feet of 8" water main along the north side of 14th Avenue from Lamar Street to Newland Street to provide a looped supply system. The current system has a dead end line at Newland Street with low water pressure. This improvement will enhance water pressure for domestic use and fire fighting. It will also provide an alternative supply option if portions the system are shut down for maintenance or repair.

The 15 percent contingency is 5 percent larger than usual due to the small amount of the contract. When dealing with underground utilities, particularly in older sections of Lakewood, unknown conditions can create the need for modifications or additions that create the need for a contract change. The contingency will only be used if necessary.
