RESOLUTION: 2004-42
SUBJECT: Design of miscellaneous traffic signal improvements.
RECOMMENDATION:
Public Works recommends that City Council authorize an agreement with the consulting firm of Muller Engineering Company to design improvements to six existing traffic signals.
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The six existing traffic signals are located along Kipling Parkway and Colfax Avenue. The City has been awarded federal safety grant money in the amount of $1.2 million to upgrade the traffic signal equipment at these six intersections. The projects were selected because they are at high-accident locations. The project will include replacing the existing equipment with new poles, larger and brighter traffic signal heads and other miscellaneous equipment to improve the safety and operation of these signals.
The project is 99-percent federally funded. Lakewood's share of funding is approximately $5,000 to cover CDOT indirect administrative fees. An IGA agreement with CDOT has already been executed for this project.
Nine engineering firms submitted proposals for the design of this project. After reviewing each proposal, Muller Engineering was selected as being the most qualified firm to provide these services. The City will manage the traffic signal replacement project and provide design and construction survey services.
Design fees are estimated not to exceed $185,000 for this project. Design, including necessary environmental clearances, will commence in mid-April. The design should be completed by September 2004 so that the project can be advertised, bid and awarded during the fall of 2004. Construction is scheduled for completion by early 2005.
