RESOLUTION: 2004-38
SUBJECT: Intergovernmental Agreement for an Urban Area Security Initiative Grant.

RECOMMENDATIONS: Mayor and City Council authorize entering into an intergovernmental agreement for an Urban Area Security Initiative Grant.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: The United States Department of Homeland Security, Office of Domestic Preparedness has awarded an Urban Area Security Initiative (UASI) Grant to the City and County of Denver to assist the Denver Metropolitan area in preparing for and enhancing its capability to prevent, mitigate, respond and recover from terrorist attacks involving chemical, biological, radiological, nuclear or explosive devices as well as improving the ability of state and local emergency personnel to respond to such incidents.
The City of Lakewood will act in support of UASI operations by cooperating in the purchase of first responder equipment; actively assist in the planning, conducting and evaluating of training exercises; and participate in the management and administration associated with the implementation of the overall Urban Area Security Initiative.
Denver will be directly responsible for purchasing response related supplies and equipment, the execution of exercises and training, overall planning, and the direct management and administration functions for the Denver Urban Area.
Currently, the Lakewood Police Department will receive communications equipment valued at $133,500 under this grant. Next year, the police department will submit a request for additional equipment and supplies.
Mutual cooperation, interoperability, sharing of resources, and joint training will all ultimately enhance Lakewood's ability to serve its citizens and assist with the needs of our neighbors. Twenty-four cities, fire districts, and counties that are contiguous to Denver's boundaries are parties to this intergovernmental agreement.
