RESOLUTION: 2004 -19
SUBJECT: Bid Award for 2004 Sanitary Sewer Main Reconstruction
RECOMMENDATION: Public Works recommends that City Council authorize the City Manager to enter into an agreement with Scott Contracting Incorporated in the amount of $857,238.80 plus authorize an additional ten percent ($85,723.88) for contingencies and potential change orders for a total contract amount not to exceed $942,962.68.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: On February 12, 2004 bids for 2004 Sanitary Sewer Main Reconstruction Project, Bid No. 2446, were opened and the firm of Scott Contracting Incorporated was the lowest responsive, responsible and qualified bidder with a bid of $857,238.80.
This project replaces approximately 1.3 miles of undersized and substandard sanitary sewer along Colfax Avenue from Oak Street to Independence Street and along Independence Street from 10th Avenue to Colfax Avenue. Existing 8 inch and 10 inch diameter vitrified clay pipe will be replaced with 15-inch diameter polyvinyl chloride pipe. The existing sewer line has sections that are very flat, joints that are offset and isolated sections where the line sags. All these problems contribute to excessive debris buildup increasing the likelihood of clogging. Existing manholes will be replaced to provide better flow characteristics and improved access for maintenance.
A City representative will be attending West Colfax Community Association meetings to share up to date information on progress throughout construction activities. We will include a notice in the neighborhood newsletter. Property owners, business owners and tenants will receive a detailed project notice well in advance of construction activities beginning. Property owners, business owners and tenants will receive direct notice from the contractor just prior to work starting that will directly impact them. City representatives and the contractor will always be available to conduct one-on-one meetings as needed to minimize construction impacts on adjacent properties.
