RESOLUTION: 2004-18

SUBJECT: Authorizing a single source contract for the upgrade of the air conditioning system within the basement area of the Public Safety Center.

RECOMMENDATION: It is recommended City Council authorize the City Manager to execute a single source contract with Mechanical Technologies Group in the not to exceed amount of $430,043 (Four Hundred Thirty Thousand and Forty Three Dollars) for the upgrade of the air conditioning system within the Public Safety Center.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The current air conditioning components for the Public Safety Center basement area were installed in 1984. The equipment serves office and work areas for the Police Department. The mechanical equipment that services the 53,000 square feet of Public Safety Center basement area is a "stand alone" system and is completely separate from the systems servicing areas on the main and upper levels of the building. Due to the numerous tenant finish and remodel projects conducted within this basement, the original design of the air conditioning and air return systems is no longer efficient. This planned system upgrade work will correct basement area air flow and cooling problems.

Original engineer's analysis determined the current system for the basement is operating at airflow and cooling capacities of approximately 60%. These mechanical system improvements will improve the airflow and cooling capacities to 95%.

This project will combine the installation of new return air and cooling equipment with existing equipment to address the airflow and cooling needs of the entire basement area. The new equipment will service approximately one half of the basement's square footage. Equipment currently in operation, with certain upgrades, will then service the remaining half of the basement.

Council is being asked to authorize contractual work from a single source, Mechanical Technologies Group located in Denver, Colorado. The single source request is based upon the following:

· Consulting mechanical engineers on this project recommended a design build format be utilized. This recommendation was based upon the type and volume of mechanical changes involved in this project. The development of precise construction plans and specifications for a project of this scope would be difficult. Consultants determined that by using a design build format the city would be able to have this work performed by a quality contractor, have a project design plan that all parties have agreed to, and have a not to exceed contract price for the project.

· All work for this project will be completed in areas occupied by employees. Using a design build format the city will have more direct control over how all work is staged and completed, limiting interruptions to Police Department operations.

· Mechanical design build firms were interviewed for this project. It was determined the Mechanical Technologies Group possessed the necessary expertise and experience to complete a project of this scope. Mechanical Technologies Group also has experience working in buildings with similar security requirements as the Public Safety Center.

· A mechanical engineer consultant was hired by the city to provide an independent review of the overall design build plan and the budget for the project. The consultant determined the design build plan presented by Mechanical Technologies Group would best answer the system upgrade requirements. The cost of work for the project was also evaluated and determined to be acceptable. Based upon the total scope of the work involved in this project, it was determined the project budget presented by Mechanical Technologies Group was within original cost estimates developed by the mechanical engineer consultant.
