RESOLUTION: 2004-10

SUBJECT: Award of Contract for 2004 Overlay and Patching Program

RECOMMENDATION: Public Works recommends that City Council authorize the City Manager to enter into a contract with LaFarge West, Inc. in the amount of $2,293,925.00 for the 2004 Overlay and Patching Program. It is further recommended that 10 percent of the contract amount, $229,392.50, be authorized by City Council in the event unanticipated work is needed to complete the streets scheduled for overlay and patching in 2004. Total authorization recommended is $2,523,317.50.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

This contract is used to perform work on streets scheduled to be overlayed as part of the 2004 Resurfacing Program. This includes patching of failed street areas and placement of a new asphalt surface layer (asphalt overlay). In most cases, the street is rotomilled prior to placement of the new overlay, to remove excess asphalt and provide an acceptable profile to the street. The 2004 Overlay and Patching Program includes 47 lane miles of city streets.

In 2002, the Overlay and Patching Program was let with competitive bids, with an option for two (2) renewals. The low bidder in 2002 was LaFarge West, Inc. In 2003, the contract with LaFarge West was renewed with a 0% increase over 2002 unit prices. For 2004, LaFarge West has again agreed to renew the contract with 0% increase over the original 2002 unit prices. A survey of prices being paid for similar work by other cities indicates that the prices being offered by LaFarge West are very competitive.

LaFarge West, Inc. did an excellent job completing the 2002 and 2003 Overlay and Patching Programs, and Public Works recommends that the contract with LaFarge West, Inc. be renewed for 2004 with a 0% increase over 2002 and 2003 contract unit prices.
