SUBJECT: Ordinance Amendment Case Number OA-04-004

Proposed Zoning Ordinance Amendments adding to and making modifications to section 17-15-3 of Article 15 (Site Development Standards) pertaining specifically to landscaping:

RECOMMENDATION: Staff recommends approval of this ordinance amendment request. Planning Commission, by a vote of 6-0 at the June 16, 2004 meeting, recommends APPROVAL of this request by the City Council.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City of Lakewood City Council directed staff and Planning Commission to re-evaluate the current Zoning Ordinance with regard to water efficient landscaping in response to the drought conditions effecting Colorado as well as the state's limited water resources. In 2003, as a proactive response to the drought and the public's requests for guidance, staff created a Watersmart Landscaping Handout that provided information on plant species, irrigation and planting techniques that are appropriate to Colorado's climate.

Based on the public's positive response to that information, staff felt it appropriate to make Watersmart landscape information part of the Zoning Ordinance by modifying Article 15. Staff feels that these modifications to the ordinance are a necessary step to encourage resource sensitive development in the City of Lakewood.
