ORDINANACE: O-2004-13

SUBJECT: Extending the Alameda Avenue Overlay Zone District; amending Article 21 of the Lakewood Zoning Ordinance.

ADDRESS: Commercial and Office zoned properties located along Alameda Avenue between Sheridan Boulevard to Union Boulevard

RECOMMENDATION: Staff recommends APPROVAL of the extension of the Alameda Overlay Zone District amending Article 21 of the Lakewood Zoning Ordinance.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: Alameda Avenue is a significant corridor within the City of Lakewood. It has historical significance in that it was originally designed as a parkway to connect the City and County of Denver with Red Rocks Park. Its wide, tree-lined right-of-way, has allowed it to remain a unique roadway. Alameda Avenue is also a gateway to the heart of the Lakewood City Center.

Extension of the Alameda Overlay Zone District Ordinance is a key implementation strategy of the Alameda Cornerstone Plan, which was adopted as an amendment to the Lakewood Comprehensive Plan in 2003.

The requirements of the Alameda Avenue Overlay Zone District Extension will apply to all office and commercial zoned property in the area of Alameda Avenue from Sheridan Boulevard on the east and Union Boulevard on the west. A map of the District boundaries is contained on the last page of the Overlay Zone District Ordinance, Article 21 of the Lakewood Zoning Ordinance.

The Alameda Avenue Overlay Zone District Ordinance is intended to:

1. Create a unique place within the Metro Area for working, shopping, living, and recreation,
2. Balance open space with development intensity,
3. Balance business interests along the corridor with the interests of the neighborhoods adjacent to the corridor,
4. Maintain the integrity and viability of the adjacent residential neighborhoods,
5. Recognize the historic significance of Alameda Avenue and preserve and utilize its history through site and building design,
6. Blend the different designs along the corridor into a cohesive environment, and
7. Maintain strong property values.
