ORDINANCE: 2004-11
SUBJECT: Newspaper vending machines at Belmar.
RECOMMENDATION: City Council adoption of the Ordinance.
FUNDING SOURCE: Parties other than the City will pay costs associated with the newspaper vending.
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The proposed ordinance limits the locations at which vending machines for publications, such as newspapers, can be placed within the Belmar project. The developer of Belmar will provide corrals in which newspaper vending machines can be located and restricts such machines to those locations. Similar corrals have existed at Lakewood City Commons since its inception.
Without the limitations contained in the ordinance, vending machines tend to appear throughout commercial areas, often chained to benches, street signs or other fixed objects. This ordinance will provide adequate opportunity for periodical vending in an organized and attractive manner.
Each individual vendor will provide its own vending machines. Corrals for the vending machines will be provided as part of the development of Belmar.
The Sentinel Newspapers, Denver Newspaper Agency (representing the Rocky Mountain News and Denver Post), and Westword have been contacted regarding the proposed limitations. No concerns were received.
