ITEM 1 - CALL TO ORDER
Mayor Burkholder called the meeting to order at 7:00 p.m. in the Council Chambers, Lakewood Civic Center South, 480 South Allison Parkway, Lakewood, Colorado.
Full and timely notice of this City Council meeting had been given and a quorum was present.
ITEM 2 - ROLL CALL

ITEM 3 - PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited.
ITEM 4 - PROCLAMATION - RECOGNIZING
SEPTEMBER 12TH AS SECOND WIND FUND DAY
Mayor Burkholder proclaimed September 12th as Second Wind Fund Day to promote
a fund raising walk/run event to benefit the prevention of teenage suicides
by providing the proper counseling. A representative from Second Wind accepted
the proclamation and spoke about the Second Wind activities.
ITEM 5 - PRESENTATION - SCRUB 2004
Holly Boehm, Planner III for the City of Lakewood, gave a PowerPoint presentation
showing the nine homes that were "scrubbed" on Scrub Day 2004. Mayor
Burkholder and she presented plaques to each of the Scrub Day sponsors.
ITEM 6 - INVITATION - LAKEWOOD ON PARADE
Kathy Stapleton, chairwoman of Lakewood on Parade, invited everyone to attend
the 2004 Lakewood on Parade events starting on Friday, August 27th from 4-l0
p.m. The parade is scheduled for Saturday, August 28, 2004, at 9:30 a.m. to
start at Carr Street and Alameda Avenue. This year's theme is "Dog Days
of Summer." Two other representatives from Lakewood on Parade spoke about
the events.
ITEM 7 - PUBLIC COMMENT
Lora Walker-Green - 18th and Harlan Street - Walker/Branch Park
Ms. Walker stated concern about gang activity at Walker/Branch Park. She asked
for the City's help in solving these problems.
Michael O'Beirne - P.O. Box 260313 - Lakewood, Colorado
Mr. O'Beirne stated the Mayor's actions of May 24th were reprehensible. He stated
that there was rumor of a proposed sales tax for the Police Department and the
police are needed for community and economic growth, but the cost of everything
is going up and he wanted to know the Police Department's specific needs.
The following Consent Agenda items were read into the record by the City Clerk:
ITEM 8 - ORDINANCE O-2004-38 - SUBMITTING PROPOSED AMENDMENTS TO THE LAKEWOOD CITY CHARTER TO A VOTE OF THE REGISTERED ELECTORS OF THE CITY OF LAKEWOOD AT THE SPECIAL MUNICIPAL ELECTION ON NOVEMBER 2, 2004, FURTHER DECLARING AN EMERGENCY
TEM 9 - ORDINANCE O-2004-39 - REPEALING AND REENACTING TITLE 4 OF THE LAKEWOOD MUNICIPAL CODE PERTAINING TO THE CITY'S PERSONNEL POLICIES
ITEM 10 - APPROVING MINUTES OF CITY COUNCIL MEETING
Regular City Council Minutes July 26, 2004
Councilman Elliott made a motion to approve the Council minutes; to accept the minutes of Boards and Commissions; and ordered all ordinances introduced on first reading to be published in the Lakewood Sentinel with public hearing set for the date included in the ordinance; and ordered the adoption of resolutions, all of which were included in the Consent Agenda items introduced into the record by the City Clerk. Councilwoman Martin seconded the motion.
Public Comment: None.
Vote on the Consent Agenda: All Ayes. No Nays. The motion carried.
ITEM 11 - GENERAL BUSINESS
None.
ITEM 12 - REPORTS
City Council reported on their attendance at various meetings and events and announced upcoming events and meetings.
ITEM 13 - ADJOURNMENT
There being no further business to come before the Council; Mayor Burkholder adjourned the meeting at 7:39 p.m.
