AUGUST 16, 2004
MINUTES

ITEM 1 - CALL TO ORDER

Mayor Burkholder called the meeting to order at 7:00 p.m. in the Cabinet Room of the Lakewood Civic Center South Building, 480 South Allison Parkway, Lakewood, Colorado.

ITEM 2 - ROLL CALL

Full and timely notice of this Study Session had been given and a quorum was present.

ITEM 3 - PRESENTATION - LAKEWOOD HOUSING AUTHORITY ANNUAL REPORT

Tami Fischer, Director of Housing and Family Services, introduced the members of the Lakewood Housing Authority.

Sadra Maben, 2003 Chair of the Lakewood Housing Authority (LHA), reviewed the 2003 Lakewood Housing Authority Annual Report. She reviewed the several accomplishments and ongoing programs of the Authority.

Lakewood Housing Authority:

· completed Willow Glen, a 70-unit senior housing complex.
· received two prestigious awards from the US Dept. of Housing and Urban Development.

· issued $25 million in bonds for acquisition and rehab of 452 units.
· facilitated two loans for Belmar.
· received commitment from Continuum Partners to provide affordable housing at Belmar.
· joint venturing with the JeffCo Housing Authority for 73 newly renovated units.
· finished renovation of town homes at 1350 Zephyr St.
· sold 14 units to first-time home buyers.
· initiated sale between Habitat for Humanity for Newland Square Property.
· were awarded an additional 175 Section 8 vouchers.
· awarded more than $58,000 in escrow dollars to self-sufficiency graduates.

Ms. Maben reviewed LHA's Strategic Goals as outlined in the Annual Report and thanked City Council, her fellow Authority members and staff for the tremendous job they do each year.

Program recipients from the assisted housing program, home ownership program, and senior housing, spoke in favor of LHA and thanked them for their support.

Sabrina Pierre-Louise, Housing Manager, passed around a photo album of all the properties owned by the Authority and spoke about the Section 8 Voucher Program.

Bill Lundsford, Housing Development Manager, spoke about the many public-private partnerships, and the successes in developing new housing stock.

ITEM 4 - PRESENTATION - TABOR COMMITTEE RECOMMENDATIONS

Councilwoman Kesselman distributed a Memorandum dated August 16, 2004, and reviewed the TABOR Committee's recommendation with City Council. She stated that in reviewing the recent citizens survey results and discussing the options within the Committee, the Committee was recommending to move forward with a ballot question in 2005, extending the TABOR exemption for an additional eight years.

After much discussion amongst City Council, there was consensus for the city staff to start an educational campaign to the public so there was a better understanding of the results of a TABOR exemption and to receive input from the public regarding the issue. Staff will forward public comments back to City Council. City Council stated that they would like to meet again in the future and review the public feedback and then decide whether to place a question on the 2005 ballot. There was concern about making a decision too early, not knowing if a citizen-initiated sales tax ballot question may be on the ballot and how it may be worded.

ITEM 5 - OPEN DISCUSSION
Councilman Stevens stated that a constituent had asked about a ban on pit bulls. There was no consensus to discuss a change in the City's current ordinance.

Councilman Murphy stated that Denver has adopted an ordinance requiring retail stores to lock up graffiti paint and asked if there was any interest in looking into the matter for Lakewood. It was stated that Lakewood looked into the matter a couple of years ago. There was no consensus to discuss an ordinance of this type.

ITEM 6 - REPORTS - MAYOR AND CITY COUNCIL

Mayor and City Council members announced their attendance at various meetings and events.

ITEM 7 - ADJOURNMENT

There being no further business to come before the Council, Mayor Burkholder adjourned at the meeting at 9:12 p.m.
