Lakewood Senior Citizens' Advisory Commission
May 12, 2004 Minutes

Meeting called to order by Chairman, Roice Horning at 4:05 p.m.
1. Minutes: Correction was made to the April minutes. Motion made by Jackie Campeau to approve corrected minutes. Motion seconded by Suzy Enney. No discussion, motion approved unanimously.
Announcements: May 24, Mayor will deliver a City Council Proclamation recognizing May as Older Americans' month. Ellen Rees will attend.
2. Guest Speaker: John Zawaba, Director of Seniors' Resource Center was introduced
by the Chair. The Resource Center was a sponsor for the Senior's hero Award.
A video was depicting an overview of the services offered. A new program called
Victim's Assistance has been added to the many services offered by the center.
To maximize resources the center has added a volunteer supply pool to the Transportation
Services Program. A question & answer period followed. The Sr. Advisory
Commission asked if SRC would help in finding members to serve on the Advisory
Commission. The commission asked how we could partner with them and suggested
we could provide SRC volunteer information at our community presentations. This
could also be done for the Clement's Center as well. The focus could be on the
benefits of being a volunteer. SRC mentioned they also needed volunteers with
middle-upper level management skills.
3. Planning Workshop: A lengthy discussion was held the topics of focus for
the workshop. It was decided to focus on bringing clarity to all members regarding
the Communication Plan, use of form B and the community presentations it initiated.
The budget, increasing membership, orientation packet and a 2-year plan are
additional items to be addressed.
Date: June 9, 2004 from 4 to 7:30 p.m. at the Clement's Center. Edie will check
to see if it can be catered.
Facilitator: Ellen Rees volunteered for the job.
4. Community presentations: Motion made by Jackie Campeau to mail out 30 cards to organizations on the list immediately. An evaluation will be made of the response to decide how many more should be mailed and when. No discussion. Motion seconded by Bill Minard and passed unanimously.
5. Committee Reports, Meetings
City Council - Agenda items include, Belmar opening, parade and budget.
West Colfax Corridor Committee established and meets bi-monthly at the Rocky
Mountain College of Art & Design every other Tuesday evening from 4:30-6.
Meetings are open to public. May 18th is next meeting.
Communication - A short discussion was held on whether to send an email announcement of community presentations to the appropriate ward council person. It was decided to table it until the workshop retreat session. The communication plan will be emailed to all members.
Health - Addition to the current drug discount card article was presented for approval. Suzy will give Ron the OK to add it.
Legislation - An update on last month's running bills was presented. They are all still pending. The Fiscal Responsibility Committee has delayed action to see if agreement is reached on whether to put it on the ballot.
Legislative Recap of April -
1. Older Americans Bill - cut back to 2 ½ Million by House. Now in Senate where it looks like 1/2 million will be taken back. Still on-going.
2. Homestead Tax Exempt - not finalized but looks like there will be some relief.
3. Federal Drug Bill - will cost more than initially proposed. Drug card will save user 15% on prescriptions. There is also a $600 subsidy for those who qualify.
4. FasTracks - will need volunteers to get the 6,000 votes collected that are
needed to get issue on the ballot.
5. Senior Hero Day - May 12, 2004 at the Golden Recreation Center. Edie has
2 tickets for anyone that would like to go.
6. Hispanic Chamber of Commerce at the Convention Center - Walt will attend and look for possible future members for the Sr. Advisory Commission. Harry's assistance was requested in looking for possible members from the Culture Diversity Commission.
7. Legislative Barbeque will be at the Fairgrounds. Edie is sitting in on the planning committee and will report on it.
8. Tabor issues - locally the commission will input. At the state level - 6 different groups are meeting/discussing. Walt is 1 of 20 Jeffco Coordinators. A 2/3 majority is pending in the Senate. Volunteers will be needed to collect signatures to get Tabor/Amendment 23 on the ballot. The goal is to protect/prefect Tabor with positive changes to fine tune wording on the ratchet-down effect, rainy day. Amendment 23 will need to be included and changes to both Tabor and 23 needs to occur simultaneously.
Staff - Edie passed out handouts on Senior Law Day, Elder Watch, Consumer Line and AARP publication regarding Tabor.
Meetings - May 17, 7 p.m. in City Council Chambers a Televised City Council Study Session on Tabor. Commissions will be seated in a special section and have the opportunity to submit questions. Ellen Rees, Suzy Enney and Walt Heindenfelder will attend as representatives of the Senior Advisory Commission.
VI. Future Agendas: to be discussed at the workshop in June.
Adjournment: Motion made by Jackie Campeau to adjourn meeting, seconded by Suzy Enney,, no discussion, approved by all. Meeting adjourned at 6:10 p.m.
