CALL TO ORDER

Chairman Bob Zachman called the meeting to order at 4:00 p.m.

ROLL CALL
Members Present: Joan Howard, Jan McConnell, Bob Zachman, Letitia Williams, Barbara Tobiska, Jennifer Sylman, Zach Matyja, Roberta Bhasin, Chris Jelepis

Absent: Cathy Te Slaa, Donald Tallman, Peg Reed, Dave Wiechman

HCA Staff: Win Filipinas, Mike Buhler, Susan Martin

Council Members: Barb Martin

The public comment book was out and made available for public sign in.

APPROVAL OF MINUTES
The minutes from February 18, 2004 were approved by a unanimous vote.

· Bob Zachman introduced Barry Roberts a retired teacher. Barry is interested in joining the O & O committee and/or the HCA commission.

· Joan Howard won the drawing for a painting by Barbara Tobiska.

· Barb Martin gave a brief update on the fundraising for the Three Generation sculpture. She asked if anyone would like to help raise the last few thousand dollars. If you would be willing to contact a few organizations please let her know.

GOOD NEWS
¨ Bob Zachman brought to everyone's attention the articles in the last Sentinel; City's outdoor art gets on the map and Tea for two.

¨ Jennifer Sylman said that her daughter arrived in New York safely. They will be doing a special song at the site of the World Trade Center.

Letitia gave a brief bio of herself then preceded to teach the commissioners a line dance.

NEW BUSINESS
¨ Bob Zachman asked commissioners to back the development of the 501c3. Bob gave a brief update on the progress so far. Recommending that the commission proceed with obtaining a 501c3. Bob estimates that it will take 6 to 9 months before the process is complete.

¨ A motion by Jan McConnell was made to adopt a 501c3 for HCA. Jennifer Sylman seconded the motion. The motion was passed by unanimous vote with one abstention.

¨ Bob Zachman stated that Cathy TeSlaa could not be here today, so he was elected to pass this information on to the commission. SCFD is setting up a speaker's bureau. If anyone feels like this may be something they would be interested in please let Cathy or Bob know.

STAFF REPORTS
Susan Martin - gave a brief update on performances. She stated that Richard III and Tweaksters are sold out! Susan is working on lining up the next season. The summer season is looking very good; we will open with Hazel Miller. Six concerts will be on the plaza and the last concert will take place at the amphitheater (if sod allows).

Mike Buhler - is working on Fusion Fest and Art Fest. Mike is looking for vendors, if you know anyone please give them an application. The History Fair May 4th & 6th looks great, we will end up with about 1500 kids for the event. There have been a few improvements at the Visitor Center, stop by if you haven't seen it recently. The entire rental program has a new face. This new program should be much more user friendly. Also, Becky Kosma worked with Mike on reformatting the membership program with new brochures. New staff member is Barb Fuller, part-time Rental and Advertising Specialist.

Win Filipinas - stated that Jennifer Plenary will be the new part-time Out Reach staff person. Win is also worked on the second re-write of the Historic Preservation Ordinance; it went to the city attorney for review and approval last week.

Meeting was adjourned at 5:30 p.m. by unanimous vote.
